Workforce Development Representative

This position will be based out of the Winona Career Force office.
The MFIP Case Manager provides comprehensive employment and training services to Minnesota Family Investment Program (MFIP) participants residing in Winona County. This position delivers individualized assessment, career guidance, employment planning, and ongoing case management to help participants overcome barriers and achieve meaningful, sustained employment. The Case Manager collaborates closely with Winona County Health and Human Services, local training providers, Career Force staff, and other community partners to ensure coordinated support and timely progress toward employment goals.
Responsibilities include assessing participant needs, developing and updating employment plans, supporting job search and job retention activities, maintaining accurate documentation in Workforce One. The role also provides Career Lab assistance to general Career Force customers and participates in professional development and program initiatives that support MFIP outcomes.
This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.
This is a temporary unclassified appointment anticipated to last up to ten (10) months.

Minimum Qualifications
One (1) year of experience providing career guidance, vocational counseling, or job placement services, as well as providing case management to clients.
Applicants that meet the above minimum qualification will be further evaluated on the following:
- Experience in customer service, which includes the ability to relate to persons on all levels with patience, tact and understanding.
- Skill in software programs such as Microsoft Office Suite (Outlook, Word, Excel, Teams, etc.) as well as proficiency with data management software.
- Ability to form and grow connections with community partners such as educational institutions, employers, and supportive services to assist career seekers in gaining employment.
Preferred Qualifications
- Bachelor's degree or higher in Social Work, Human Services, Counseling or other closely related field as determined by the agency.
- Knowledge of Minnesota's workforce programs, including work with public workforce development agencies and related nonprofit organizations.
- Communication and human relations skills sufficient to build rapport with clients and access needs.
- Experience tracking program participants, including case noting and maintaining documentation.
- Skill in communicating in a secondary language.
