Solid Waste Project Field Engineer
Performs intermediate advanced technical work planning, designing, permitting, directing, inspecting and maintaining of a variety of solid waste projects, and related work as apparent or assigned. Work is performed under the limited supervision of the Solid Waste Operations Manager.
Examples of duties include:
- Serving as Project Field Engineer for construction projects involving solid waste management facilities.
- Serving as a liaison between consultants, contractors, other municipal departments and agencies, as well as the general public.
- Reviewing designs, plans, specifications, construction cost estimates, schedules, and other items prepared by consulting engineers for accuracy, completeness, and regulatory compliance.
- Coordinating construction bid process with engineers, contractors, City/County Purchasing Department staff, etc. including preparation of bid documents, pre-bid conferences, bid openings, and pre-construction meetings.
- Reviewing and approving submittals, invoices, and payment applications by engineers and contractors.
- Reviewing and inspecting construction of projects, processes change order documentation, and participates in progress meetings.
- Responding to and meeting with property owners regarding issues related to waste permitting and zoning approvals.
- Preparing Request for Qualifications packages and participating in the selection of consulting engineering firms for design, bidding, and construction administrative services.
- Negotiating and approving scope of services and fees for consulting services.
- Tracking, recording, and documenting relevant operational data; analyzing data for efficiency and budgetary purposes; maintaining operating record.
- Providing required information and technical assistance to the Solid Waste Operations Manager.
- Coordinating, directing, overseeing the operation and monitoring of all environmental control and monitoring systems, including the landfill gas collection system, stormwater monitoring program, groundwater monitoring program, landfill gas monitoring program.
- Operating and maintaining landfill GPS management system.
- Assisting in public relation activities such as tours of all landfills.
- Conducting investigations of public complaints of the Solid Waste Management Facilities.
- Performing other duties as required.
Typical qualifications include:
Education and Experience: Bachelor's degree with coursework in civil or environmental engineering, or related field and moderate experience working as a civil engineer or in construction management, solid waste or civil construction industry experience is preferred, or equivalent combination of education and experience.
Knowledge, Skills, and Abilities: Knowledge of modern civil engineering methods and techniques; thorough knowledge of land and engineering survey systems, methods and techniques; thorough knowledge of the principles, practices and techniques of engineering drafting; possess excellent communication skills; knowledge of Microsoft Office Suite and position specific software; ability to effectively work with City Officials, employees, contractors, State and Federal Officials and the general public;
ability to prepare technical reports. Prefer candidates that have completed course work or direct experience with stormwater and erosion and sediment control design principles.

work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound;
work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, exposure to vibration, and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment;
