The Code Enforcement Senior Project Supervisor performs complex professional, technical, and supervisory work managing the daily operations, service delivery, administration and budgetary oversight for Minimum Housing and Environmental Code Enforcement in the City of Winston Salem, and related work as apparent or assigned. This division of the Neighborhood Services Department has a budget of approximately $2.6 million, and the area of responsibility covers approximately 134 square miles within the city limits.

The position manages up to 30 employees consisting of 3 teams:
Neighborhood Conservation Officers, Data Entry, and Abatement/Rapid Response, as well as 2 supervisors and various contractors that are hired as needed for special projects. The position is under the general supervision of the Assistant Director.

  • Serves as the Housing Conservation Administrator
  • Manages code enforcement services for; minimum housing, weeded lots/shrubbery, solid waste, curbside trash, junked/abandoned vehicles, zoning-vehicles, demolition activities, signs in the right-of-way, animals/rodents, vector control, miscellaneous contractor abatement mowing and/or special projects, graffiti and other code enforcement policies and implementation.
  • Manages the daily operations for three sections of code enforcement staff including neighborhood code officers.
  • Investigates accidents involving vehicles and equipment for the Neighborhood Services Department.
  • Makes recommendations to the Neighborhood Services Director and Assistant Director concerning enforcement strategies to employ code enforcement best practices.
  • Interprets minimum housing, environmental and zoning codes for citizens, council members, other agencies, and staff.
  • Plans and identifies code enforcement geographic strategy areas with the Assistant Director and coordinate enforcement strategies with Abatement/Rapid Response team Supervisor.
  • Meets with neighborhood and citizen groups, including during evenings and occasional weekends, to explain the City’s enforcement processes.
  • Collaborates with other enforcement and safety agencies within or outside the city’s government to improve the code enforcement program goals.
  • Monitors, tracks and reports Code Enforcement division performance and provides other data as needed for transparency and accountability.
  • Manages and approves requests for payments related to code enforcement activities.
  • Assists in annual budget preparation for the division.
Education, Experience and Training

Associate degree in Building, Mechanical, Electrical, Plumbing Construction or closely related field with at least six (6) years of trade experience; or High School Diploma with eight (8) years of trade experience

Knowledge,

Skills and Abilities
  • Comprehensive knowledge of the principles and practices of Code Enforcement
  • Understanding of neighborhood stability, preservation, principles and practices of housing inspections, and laws and regulations governing minimum housing requirements
  • Demonstrates knowledge of the legal and regulatory requirements for local and state jurisdictions as they relate to code enforcement and housing
  • Demonstrates ability to interpret codes and ordinances
  • Demonstrates and ability to handle multiple projects and priorities simultaneously
  • Capable of managing operations related to heavy equipment, vehicle supervision and maintenance for the division, as well as cameras, computers, mobile devices, and other equipment needs of all staff members
  • Ability to establish and maintain effective working relationships with co-workers, other City departments, the public, elected officials and representatives of local, state, and federal agencies
  • Ability to direct/facilitate several projects simultaneously while adhering to deadlines
  • Ability to research and present complex information orally or in formal written reports to a variety of audiences, including the use of charts, graphs and diagrams.
  • Ability to plan and supervise the work of team members on the Code Enforcement staff
  • Ability to deal tactfully and effectively in de-escalating intense situations with citizens, contractors, or staff
  • Proficiency in Windows, Outlook, Word, Excel.
  • Possession of a valid North Carolina driver's license required
  • Possession or ability to acquire certification with North Carolina Association of Housing Code Officials (NCAHCO) within two years from employment date.
  • North Carolina Building Level 1 Certification preferred
  • Knowledge and use of Accela software highly preferred.
