Solid Waste Operations Analyst

Performs skilled technical work managing financial data, accounts payable and receivable for the Solid Waste Enterprise Fund; contract procurement and administration; maintaining appropriate records and data; completing compliance related reporting; related work as apparent or assigned. Work is performed under the general direction of the Assistant Utilities Director/Solid Waste.

• Assists in preparation and monitoring of annual operating budgets for Solid Waste Enterprise Fund.
• Monitors operating expenditures and revenues regularly and makes recommendations accordingly.
• Tracks, updates, assists with oversight of performance management/benchmarking program to ensure efficiency in operations.
• Procures and administers vendor contracts.
• Manages bidding and proposal specifications for service providers, and accounts payable.
• Responsible for regulatory reporting and requirements related to state mandated special waste programs.
• Responsible for other financial, regulatory tasks and special projects as assigned.

Knowledge of solid waste management operations and associated environmental regulations; ability to analyze costs and track expenditures and revenues; ability to prepare/maintain records and write reports; data analysis and visualization; thorough knowledge of Microsoft Office Suite and position specific software; ability to communicate effectively, establish and maintain effective working relationships with associates and the general public.

Bachelor's degree with coursework in business, environmental science, public health, or related field and experience with solid waste operations, composting operations, regulatory compliance, business finance, accounting, customer service, or equivalent combination of education and experience.

This work requires the occasional exertion of up to 25 pounds of force; work frequently sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word;

hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, potential exposure to fumes or airborne particles and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
