MAJOR FUNCTIONThis is a highly responsible position in the field of governmental finance of an enterprise fund and Landfill Operations services resulting in complex budget and financial calculations to reconcile income and expenses. This position examines scale house operations financial statements to ensure accuracy and compliance with laws and regulations; inspects account books and accounting systems for efficiency and use of accepted accounting procedures;
organizes and maintains financial records; examines financial operations and make best- practices recommendations to management. In addition to examining and preparing financial documentation, the accountant must explain their findings. This includes preparing written reports and meeting face-to-face with organization managers.
Responsibilities include supervisory duties of the Scale House operations/personnel.
ILLUSTRATIVE DUTIES- Assists with gathering information and performs special investigations related to various projects/programs presenting the information in a reporting, statistical and/or fiscal format
- Coordinates deposit information with County cashier's office.
- Establishes and monitors accounting policies and procedures of Solid Waste's Scale Operation Representatives in areas of cash receipts, credit card and daily deposits.
- Establishes statistical standards of performance measurement reflecting division objectives.
- Evaluates and makes recommendations regarding proposed projects and agreements.
- Monitors and reports on attainment of objectives through performance measure evaluation. Leads preparation of monthly invoices and annual reports.
- Oversees the daily account receivables and payables of the Solid Waste Division and management of the scale house operations and personnel.
- Performs asset management custodian duties for division.
- Plans and directs analyses of selected aspects of division operations for potential to decrease expense or increase revenue.
- Processes annual billing of commercial franchise agreements, ensuring renewals and truck inspections are current.
- Processes monthly billing and reconciliation for Solid Waste customers.
- Receives, reviews, and prepares relative correspondence and reports for appropriate signature
- Records, prepares and reconciles deposits for cash receipts; classifies receipts in accordance with established codes; prepares daily tabulation and reports of cash receipts; receives, accounts for and safeguards cash and checks.
- Researches and responds to disputes concerning the return of checks and credit card payments, including collection of past due accounts.
- Responsible for preparation of monthly financial updates, interim financial statements, and annual financial reports and compares division and program financial status and operation results to projected expectations, and historical achievements.
- Responsible for the daily balancing of cash, checks, and credit card payment transactions.
- Reviews division operations for cost savings and potential outsourcing. Performs related duties as required.
- Reconciles bad debt on a monthly basis.
Hands‑on supervision of daily scale house operations and activities of Scale Operations Representatives. Duties include, but are not limited to:
- Accomplishes department objectives by supervising staff and organizing and monitoring work processes.
- Accomplishes staff job results by coaching, counseling, and disciplining employees.
- Completes operations by developing schedules, assigning and monitoring work, implementing productivity standards, resolving operations problems, maintaining reference manuals, and implementing new procedures.
- Conducts training.
- Establishes and monitors traffic flow procedures at the scale house
- Implements and enforces systems, policies, and procedures.
- Maintains safe and healthy work environment by establishing and enforcing organization standards and adhering to legal regulations.
- Monitors the accurate functioning of scale house equipment and software
- Plans, monitors, and appraises job results.
- Provides quality service by enforcing quality and customer service standards.
