Traffic Control Assets Technician - Roads and Drainage Job Description

Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated below:

MAJOR FUNCTION

Performs semi-skilled work related to the data collection, inspection, installation, maintenance, fabrication, and repair of traffic control assets on county-maintained roadways using GIS mapping software and hardware.

ILLUSTRATIVE DUTIES
  • Installs standard regulatory, warning, school, directional, and construction series signs on county-maintained roads.
  • Collects data on the location, position, condition, and history of sign assets, updating required fields in mobile GIS and communication systems.
  • Completes installation field reports in GIS, documenting signage/poles repaired, removed, or not installed, issues encountered, installation quantities, locations, and supporting photos as needed.
  • Maintains current knowledge of ArcGIS system commands and functions.
  • Ensures accurate sign classification and data entry in ArcGIS software per MUTCD regulations.
  • Inspects traffic control assets to assess maintenance needs.
  • Uses a retroreflectometer to test and document reflectivity values of required signage for nighttime visibility per MUTCD standards.
  • Replaces missing or damaged signs/posts, resets or straightens sign assemblies, and performs related maintenance tasks.
  • Uses hand tools, drills, impact wrenches, pipe cutters, and digging tools for asset installation and repair.
  • Loads, unloads, and stocks materials as required.
  • Conducts routine and preventative maintenance on vehicles and equipment to ensure safe operation and a clean work environment.
  • Sets up road closure barricades, detour routes, and directional markers per FDOT design standards for road repairs, emergency closures, and natural disasters.
  • Interacts professionally and courteously with the public, external agencies, and county staff while performing field duties.
  • Performs related duties as assigned.
KNOWLEDGE, ABILITIES AND SKILLS Technical Knowledge
  • Understanding of traffic control regulations, materials, and techniques for sign installation and maintenance.
  • Familiarity with ArcGIS, GPS receivers, and GIS data collection tools such as Arc Pad, ESRI Collector, or Survey

  • Knowledge of proper sign placement, assembly, and installation per MUTCD guidelines.
Equipment and Safety
  • Ability to operate and maintain assigned tools and equipment.
  • Knowledge of work zone traffic control, including lane closures, detours, and flagging operations.
  • Awareness of occupational hazards and safety precautions when working in high-traffic areas.
Communication and Problem-Solving
  • Ability to read, interpret, and follow road maps, plans, and technical manuals.
  • Strong attention to detail for accurate data entry and reporting.
  • Ability to complete forms and records legibly.
  • Ability to follow oral and written instructions effectively.
Physical Requirements
  • Ability to work outdoors daily in varying weather conditions and challenging terrain.
  • Capable of bending, stooping, standing, and working in confined spaces.
  • Ability to push, pull, lift, and carry objects up to 50 lbs.
  • Normal vision and hearing required for safe operation of tools and equipment.
  • Must be available for emergency callouts and after-hours rotational duties.
MINIMUM QUALIFICATIONS
  • High school diploma or equivalent; ability to perform manual labor tasks.
  • Certification Requirements:
    • IMSA Level I Certification in Signs and Markings OR one year of experience in traffic, construction, or transportation-related work (must obtain IMSA Level I Certification within one year of hire).
    • If hired as a Trainee with no experience, the employee will be paid 5% below base pay and must obtain IMSA Level I Certification within one year.
  • Must obtain an Intermediate Maintenance of Traffic/Temporary Traffic Control (MOT/TTC) certification within one year of hire.
  • Must possess a valid driver's license and obtain a Florida Class "B" Commercial Driver's License within three months of employment.
SPECIAL REQUIREMENTS
  • Must have a telephone at the time of hire for standby and emergency callouts.
  • Must be willing to work in inclement weather as needed.

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
