DESCRIPTION
GENERAL
PURPOSE:
The Assistant Director of Water and Wastewater Utilities is responsible for the administrative, engineering and operational functions of the Water and Wastewater Utilities Department. This work is performed under general direction from the Director – the incumbent establishes methods and procedures for attaining specific goals and objectives and receives guidance in accordance with broad goals; only final results of work are typically reviewed.
Work is reviewed through conferences and written reports for results obtained.
ESSENTIAL FUNCTIONS:
- Oversee the operation of the Department Divisions (Administration, Water Treatment, Wastewater Treatment, Water Distribution, Wastewater Collection, Utility Construction Services and Utility Maintenance) in conjunction with each Division manager or supervisor.
- Supervise Division supervisors or managers and directly manage the Administration Division of the Department including engineering, resource and workload management, performance evaluations, etc.
- Manage and implement completion of the City’s Capital Improvement Program.
- Manage projects with consultants and contractors including bidding, contracting, proposal development, scheduling, design reviews, construction management, etc.
- Assist in developing and monitoring annual operating and capital budgets and expenditures.
- Manage, review and approve procurement requests in the form of contracts, requisitions, purchasing cards, etc. Direct, study, and survey ways to improve department efficiency and effectiveness.
- Plan operational procedures, system modifications, personnel and equipment requirements.
- Plan, design, permit and direct the Utility Construction Services Division for the expansion and renewal and replacement of utility infrastructure improvements including treatment plants, water distribution, wastewater collection and lift stations.
- Attend and participate in City Commission meetings and other public meetings as required.
- Staff and participate in emergency operations including attendance at the Emergency Operation Center as needed.
- Perform other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES- Detailed knowledge of the principles and practices of organization and management, budgeting and funds control, and personnel management and administration.
- Detailed knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.
- Detailed knowledge of modern techniques, practices, and procedures used in utility engineering and operation.
- Detailed knowledge of engineering design and specifications; review surveys, drawings, and quality assurance inspections.
- Detailed knowledge of water and wastewater treatment and conveyance.
- Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).
- Ability to read, understand, and review site plans to determine compliance with water and wastewater standards and requirements.
- Ability to plan and prepare specifications and supervise maintenance of a wide range of water and wastewater utility facilities and improvements.
- Ability to plan operational procedures and system modifications.
- Ability to review planning, design, bidding, and coordinate and direct construction, maintenance, and repair of water and sewer lines, pumping stations, force mains, production and treatment facilities.
- Ability to motivate, manage, and supervise employees with varying levels of education and work experience and to communicate effectively, in person and in writing.
- Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
- Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
