General Purpose
The Utility Foreman performs moderately difficult work requiring sound judgment in the supervision of installation, maintenance, and repair of water distribution, wastewater collection, storm water systems, conduit installations for underground electric, decorative street lighting, and fiber communications. This work is performed under general supervision – the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments;
work is reviewed periodically with primary feedback given with final results. Work is reviewed through observation of efficiency, safety, production, adherence to established policies and procedures, and results achieved.

- Coordinate and supervise the daily work schedule of the construction/directional drilling crew or pipe bursting crew.
- Assist in project planning, designs, and perform field surveys as required.
- Determine appropriate equipment, materials, and supplies required for each project.
- Instruct subordinates in proper operating procedures relative to machine and other tool usage.
- Install, repair, upgrade, and maintain water, wastewater, storm mains, and related appurtenances.
- Responsible for full construction support, but in not limited to water distribution, wastewater collection, and storm water systems.
- Prepare and maintain daily reports and records of divisional activities including scheduling and attendance.
- Prepare red line as‑built records as project progresses for submittal for clearances and record keeping.
- Train subordinates in the proper techniques and procedures used in underground utility construction, operations, maintenance and repair of the water distribution, wastewater collection and storm water systems; including trenchless installation techniques, i.e. horizontal directional drilling or pipe bursting.
- Ensure all work is performed in accordance with state, federal, and local regulations and standards.
- Respond to customer inquiries; inspect and correct if necessary.
- Must be able to take on‑call duty on rotating basis for after hour emergencies and services.
- Perform other work as assigned.
- Working knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.
- Working knowledge of material, methods, practices, and equipment used in standard open cut procedures, horizontal directional drilling, and pipe bursting procedures.
- Working knowledge of the water distribution, wastewater collection, and storm water systems, including geographical logistics.
- Working knowledge of construction, maintenance, and repair of water, sewer, and storm water lines.
- Ability to repair and install manholes and vaults.
- Ability to plan, layout, and supervise the work of subordinate personnel.
- Ability to read and understand construction drawings, blueprints, and/or profiles.
- Ability to draw as‑builts after job completion.
- Ability to react and respond intelligently in emergency situations.
- Ability to train subordinates in the proper means and methods of utility construction, including operating various equipment used in the daily operation of the crew.
- Ability to remain on call, 24 hours a day, seven days a week for after‑hours repairs, emergencies, and other related concerns.
- Ability to complete tasks in a timely manner, multi‑task, organize work load, meet deadlines, follow‑up and take tasks to completion.
- Ability to write reports and maintain records and files.
- Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
- Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
- Ability to demonstrate proficiency in the City of Winter Park Core Competencies.
