Position/Project Overview

Project Solutions Inc. is seeking a Construction Project Engineer (CPE) to support a Western Federal Lands Highway Division (WFLHD) contract providing Construction Inspection services to the Two Trout Creek Culvert Replacement project located near Highway 101 bridge crossing over the Hoh River in Jefferson County, WA. The CPE will provide all inspection and construction management services including inspection of general contractor's controls, subgrade and base course construction, structures and installation, grading, and material testing.

Duties pertain to construction and closeout, ensuring projects are executed in accordance with federal contract requirements, WFLHD standards, AASHTO specifications, MUTCD requirements, environmental commitments, and all applicable safety and labor regulations. Work schedule is expected to require 50 hours/week. Lodging and per diem at the federal government GSA rate will be provided. A vehicle will be provided.

This role is contingent upon award of project.

Responsibilities and Duties
  • Perform daily on‑site construction inspection and oversight of the project.
  • Ensure full compliance with federal construction standards.
  • Review contractor critical path method (CPM) schedules, identify delays, assess impacts, and recommend corrective or mitigative actions.
  • Lead or participate in preconstruction conferences; coordinate with WFLHD, cooperating agencies, resource agencies, and landowners.
  • Review submittals and shop drawings for compliance; maintain complete submittal tracking and ensure timely processing.
  • Verify daily quantities, review contractor pay notes, reconcile invoices, and prepare progress estimates in accordance with Prompt Payment Act requirements.
  • Develop Independent Government Estimates (IGEs) for contract modifications; prepare technical analyses, pre‑negotiation documentation, and CM tracking logs.
  • Monitor field compliance with environmental commitments related to wetlands, threatened and endangered species, cultural resources, hazardous materials, water quality, noise, and related mitigation requirements.
  • Conduct daily Quality Assurance inspections, confirm contractor testing procedures, review materials test results, and document all field activities through photos, videos, and written records.
  • Verify contractor survey layout, staking, and field fit adjustments.
  • Review Contractor Daily Reports and Quality Control reports; maintain complete and accurate project diaries and records.
  • Prepare weekly project newsletters, public updates, and official correspondence for government signature.
  • Support partnering sessions, weekly progress meetings, and stakeholder coordination; prepare meeting minutes.
  • Identify non‑compliant or unsafe work, recommend stop‑work when required, and document all findings for government review.
  • Prepare and manage punch lists; support final inspection, correction verification, and final acceptance recommendations.
  • Lead closeout activities including documentation reconciliation, final quantity verification, CPARS preparation, and file transmittal to WFLHD.
Required Education, Knowledge and Skills
  • Bachelor of Science in Civil Engineering or Construction Management from an ABET‑accredited institution, Licensed Professional Engineer (Civil) is preferred.
  • Minimum 5 years of on‑site project administration experience in a project engineer or project manager role; or 10 years of progressively responsible highway/bridge construction experience.
  • Strong understanding of highway construction methods, materials, equipment, and cost drivers, direct experience with DOT FHWA projects is preferred.
  • Experience preparing or reviewing contract modifications, IGEs, and schedule impact analyses.
  • Knowledge of sampling and testing procedures, statistical acceptance methods, and WFLHD materials requirements.
