Missions
In a context of budgetary rigor and increased regulatory requirements in public accounting, this position aims to ensure the reliability, compliance, and quality of accounting execution, while participating in the optimization of financial procedures and budget monitoring of services. Reporting to the Director General of Services, the recruited person ensures the processing and monitoring of accounting operations (expenditures and revenues), participates in budget execution, and contributes to the smooth operation of the service.
- Accounting Management Processing of expenditures and revenues of the community (issuance of purchase orders/service orders, commitments, recording of invoices, liquidation of mandates and titles) Monitoring and collection of revenues: subsidies, endowments, Closing of the accounting year, end-of-year procedures
- Budget Management:
Participate in the preparation of the budget, the CFU and the multi-year investment plan and their follow-up. Updating of financial monitoring dashboards Recording of credit transfers and modifying decisions Monitoring of credits and achievements. Analysis of discrepancies if any
- Research of financing:
Elaboration and follow-up of subsidy files
- Monitoring of contracts:
Registration and archiving Financial execution Updating of dashboards if necessary
- Monitoring of internal procedures:
Information, support and follow-up of services: proposal of solutions,, awareness of good practices, advice on imputation, etc... Contribution to the writing, updating, and conduct of administrative accounting and financial procedures of the community
- Monitoring of the asset:
Recording of fixed assets Preparation of amortization operations of goods and subsidies Passage of inventory flows Annual verifications of asset correlation between the regional payroll services and the establishment
