The State of Wisconsin Department of Military Affairs (DMA) is hiring a State Resource Advisor working title (Financial Specialist-Advanced). This position is located at Volk Field Combat Readiness Training Center (CRTC), in Camp Douglas, WI. This role will work within the Civil Engineering Directorate.

Volk Field is one of only four Air National Guard Combat Readiness Training Centers in the nation, and the only one that does not share its airfield with a civilian airport. The Training Center Mission is to provide a year-round integrated training environment (airspace, facilities, equipment) for units to enhance their combat capabilities and readiness.

Responsibilities

This position functions as a Financial Specialist-Advanced for the Department of Military Affairs, Volk Field Air National Guard Combat Readiness Training Center, Civil Engineering (CE) Directorate. Working under general supervision of the Facility Manager, the incumbent performs complex financial duties, detailed analysis, and financial accounting requiring a high level of independent judgment and discretion.

Cooperative Agreements outline the program guidelines and funding arrangements between the federal and state government. This position works with five Cooperative Agreements:
Civil Engineering FOMA (1021), Civil Engineering Projects (1031), Fire (1024), Environmental (1022), and Natural Resource (1025). These five Cooperative Agreements contain seven distinct funding sources and cover three geographical locations (Volk Field Air National Guard Base, the 128th Air Control Squadron and Hardwood Weapon Range). On average, the budget is about $7 million dollars across the agreements. This position is the State Resource Advisor for all financial matters related to funding generated by the Cooperative Agreements, including rules and regulations surrounding eligible expenses, reimbursements, and reconciliation.

This position serves as the subject matter expert, providing detailed analysis and reports to Program Managers and leadership. The work involves a deep understanding of complex financial program details, multiple funding sources, multiple financial systems, and the ramifications of financial actions. This individual is expected to understand both federal and state financial guidance and regulations, including allowable expenditures for all Cooperative Agreements, and have knowledge of other Air National Guard Civil Engineering regulations as they apply to CE budgets and expenditures.

There is a high consequence of error with the position if rules and regulations are not closely adhered to. As financial governing regulations often change, staying up to date with the most current guidance is required.

Salary Information

Starting pay is $31.08.

This position is in the 02/15 pay schedule/range. A 12-month probation will be required.

This position will work Monday-Friday 7:30 AM-4:00 PM.

Background Checks

In order to gain access to military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check. In addition, the position requires a Common Access Card (CAC), which requires a Department of Defense investigation. DMA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

Orientation

All new permanent, project, and limited term employees will be required to report to Joint Force Headquarters (JFHQ) in Madison on the Monday of their first week of employment for the New Employee Orientation (NEO) program.

Qualifications

Candidates who meet minimum qualifications will have experience with:

  • Advising on budget related issues.
  • Analyzing financial records and/or reports.
  • Advanced Microsoft Excel use (creating new spreadsheets, maintaining existing spreadsheets, automation of routine tasks, creating formulas, verifying accuracy, and troubleshoot errors etc.).
