Missions
Contribute to the definition of the community's orientations and the development, under the responsibility of the political team, of a shared project by all stakeholders of the public action. Direct the services and pilot the territorial organization in coherence with the previously defined orientations. Participate in the definition of the global project of the community and its implementation strategy. Develop and pilot the management and optimization resources strategy.
Drive and lead strategic projects integrating innovation and efficiency of services. Supervise the preparation and assist the municipal council. Structure and animate the managerial policy of the community in connection with the executive. Pilot the services and ensure the supervision of the services management. Animate, direct, mobilize and motivate its teams around the current activities and the strategic transversal projects.
Represent the institution and negotiate with the actors of the territory. Ensure a strategic regulatory and prospective watch. Advise the elected officials in the drafting of the deliberations. Negotiate the implementation modalities of the projects. Promote the projects of the community. Develop a financial and fiscal strategy. Decline the orientations for the elaboration and execution of the budget (functioning and investment).
Propose the arbitrations on the financing and the modes of management. Develop the project of the administration of the community. Drive a HR strategy and the related action plans. Secure the legal acts of the community and guarantee the good application of the procedures. Develop and ensure the follow-up of the subsidy requests. Supervise the public markets. Represent the community with the actors and partners.
Report to the executive and alert, adapt the organization to the strategy and to the efficiency of the services. Supervise and accompany the services Childhood/youth, urbanism and CCAS.
Knowledge and know-how:
Knowledge of the status of the territorial public service as well as the legal and conventional framework Mastery of the budgetary and accounting rules and procedures of the public accounting Manager, propose and apply HR policies Qualities expected: rigor, organization and reactivity, firmness, diplomacy
