Overview

JOB REQUIREMENTS:

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Responsibilities
  • Provide input to the Economic Support/Child Support Manager to assign cases and monitor workload of Economic Support Resource Specialists, Child Support Specialists, and Child Support Financial/Support staff.
  • Perform Federal, State and locally required Quality Assurance and performance standards review of cases for Economic Support Resource Specialists, Child Support Specialists, and Child Support Financial and Support staff; correct cases as necessary and report case findings and corrective action to required State agencies.
  • Recommend changes in case processing, policies and procedures, training needs of staff, and any corrective action necessary to comply with required Quality Assurance and achieve performance requirements.
  • Review and update manuals and provide necessary training to staff for compliance with rules and regulations set forth by local, State and Federal policies in Economic Support and Child Support.
  • Provide training for new staff in accordance with State and County curriculum; monitor and evaluate training progress and provide updates to the Economic Support/Child Support Manager.
  • Perform case management tasks to ensure enforcement of court-ordered child support obligations in accordance with Federal, State and County laws, rules and policies.
  • Review applications for service, interview custodial and non-custodial parents and other parties to collect data relevant to a parent s ability to pay support, locate absent parents, determine legal obligation to support, and prepare legal documents to establish, enforce and/or modify child support objectives.
  • Administer applications for and determine eligibility for Economic Support/Income Maintenance programs and Child Day Care in accordance with Federal, State and County laws, rules and policies.
  • Monitor cases for support order compliance, make required adjustments and modifications as needed.
  • Assist Corporation Counsel/delegate in collecting necessary data for negotiation and litigation; negotiate with clients and attorneys to promote settlements in child support.
  • Conduct genetic testing to establish paternity; complete interactive computer interviews and verify data; enter data in case files and monitor changes affecting eligibility; secure and provide verification of data supporting eligibility determination including Front-end Verification and Investigation as required.
  • Authorize and verify payments for Calumet County Health and Human Services Respite Child Day Care.
  • Collect evidence and refer to Fraud Investigator as required in public assistance cases.
  • Research, interpret and explain Federal, State and local policies governing eligibility, legal rights and responsibilities of applicants, recipients and parents to clients, attorneys and the public; represent the agency in legal proceedings and provide testimony; educate, inform and interpret agency programs to the community.
Supervisory Responsibilities

This position directly monitors and assigns work, provides work direction, training and oversees the work of the Child Support Specialists, Child Support Financial and Support staff and Economic Support Resource Specialists in accordance with the organization s policies and procedures and applicable laws. Provides information to the Economic Support/Child Support Manager on issues concerning employee performance by reporting outstanding performance, misconduct, or disciplinary matters.

Experience and Qualifications
  • Some knowledge of social and economic conditions, welfare, health, and employment resources of the community.
  • Some knowledge of eligibility factors and standard procedures for agency-administered public welfare programs.
  • Ability to work independently and exercise judgement; receives some supervision on assignments and assumes independent responsibility for designated procedures; receives supervision on new assignments.
  • Ability to gather facts and needed information through interviews with applicants and recipients, and to analyze facts and report them accurately.
  • Ability to work cooperatively and effectively with agency staff, local officials and other persons and relate warmly and sensitively to client needs.
  • Ability to apply the laws of client confidentiality appropriately.
