Job Description

MassDEP seeks applicants for the position of Environmental Analyst III (EAIII) within the Bureau of Air and Waste (BAW), Compliance and Enforcement Section, at MassDEP’s Northeast Regional Office in Woburn, MA. The position reports to the Section Chief or designee and focuses on compliance and enforcement activities for Northeastern Massachusetts entities regulated by environmental statutes and regulations, including air pollution control, hazardous waste, industrial wastewater, toxics use reduction, and underground storage tank regulations.

Job Duties
  • Conduct compliance inspections, complaint investigations, and other field activities to meet the goals of the Compliance and Enforcement Section.
  • Prepare and develop enforcement actions consistent with the Enforcement Response Guidance (ERG) and other Department policies.
  • Ensure compliance with enforcement documents issued by the Department.
  • Provide public service and outreach to regulated entities, stakeholders, and the general public.
  • Perform data management in accordance with Quality Assurance Program Plans (QAPPs) and the MassDEP Quality Assurance System.
  • Assist with enforcement conferences, case negotiations, and serve as a technical witness in Departmental and Court proceedings.
  • Handle complaints submitted by the public, investigate and resolve them, and refer to other agencies when appropriate.
  • Provide technical assistance and respond to inquiries from the public, regulated community, and local government officials on environmental issues, promoting continuous improvement, pollution prevention, waste minimization, and toxics use reduction.
  • Participate in the development of BAW policies and protocols regarding statutes and regulations, review and comment on draft documents.
  • Attend BAW meetings and work groups.
  • Work professionally and effectively with staff from all bureaus and offices, management, Department counsel, the Attorney General’s Office, other state, federal, and local agencies, regulated entities, environmental advocacy groups, citizen groups, and the general public.
Preferred Qualifications
  • Knowledge of the scientific and engineering bases for Air Pollution Control, Hazardous Waste, Toxics Use Reduction, Underground Storage Tank, and/or Industrial Wastewater regulations.
  • Experience using hand and power tools and lifting or removing heavy maintenance covers during underground storage tank inspections.
  • Experience with environmental compliance inspections and investigations.
  • Excellent verbal and written communication skills.
  • Ability to negotiate favorable resolutions.
