Job SummaryWe are looking for a highly motivated Resident Engineer (RE) for ITS Projects who is well organized, a self-starter, and a team player who can work as the Point-of-Contact on southern New Jersey highway Construction projects. The RE will be responsible for overseeing construction inspection and administration of daily construction activities performed by the Contractor and is required to report daily in the designated field office of the project.
He/she will be reporting to the Field Manager (FM) of the project designated by the NJDOT.
- a) Ensure the contractor fulfills all contract requirements.
- b) Take corrective action for any deficiencies, including stopping non-conforming work.
- c) Recommend and prepare construction orders for changes in scope, cost, or time.
- d) Ensure compliance with NJDOT Standard Specifications and special provisions.
- a) Provide continuous inspection coverage to verify compliance with plans and specifications.
- b) Supervise all inspection and office personnel assigned to the project.
- c) Ensure proper sampling and testing of materials per NJDOT standards.
- d) Maintain and review all inspection reports and authorize entries into Site Manager.
- a) Act as the primary liaison between the contractor, NJDOT, and other stakeholders.
- b) Coordinate with Field Managers, Project Managers, and other bureaus/divisions.
- c) Maintain relations with local governments, businesses, and residents affected by the project.
- a) Maintain a detailed project diary of all observations, decisions, and communications.
- b) Prepare and submit all required reports, including progress schedules, deficiency notices, and claim documentation.
- c) Ensure timely and accurate recordkeeping for project closeout and audits.
- a) Ensure safe accommodation for vehicle and pedestrian traffic.
- b) Coordinate with NJ State Police (NJSP) for traffic safety services when necessary.
- c) Monitor NJSP usage and confirm billable hours.
- a) Manage the inspection and safety budgets.
- b) Track expenditures and justify overruns.
- c) Recommend staffing levels and equipment needs for field offices.
- a) Act to minimize or settle contractor claims.
- b) Make recommendations for claim settlements and support litigation if necessary.
- a) Instruct designated personnel during temporary absences.
- b) Ensure all staff are properly qualified and equipped to perform their duties effectively.
- a) Review Contract Documents and denote perceived deficiencies.
- b) Review contractor progress schedules and ensure alignment with project milestones.
- c) For Change Orders - Recommend interim and final completion dates, including liquidated damages.
- a) Review environmental permits and ensure constructability within constraints.
- b) Coordinate with NJDEP and other agencies for permit compliance.
Eight 8 yrs Construction experience in the installation of ITS/Electrical Systems with 3 of the 8 years as Resident Engineer OR NJPE with 5 yrs Construction experience in the installation of ITS / Electrical Systems and 1 year as an RE on any NJDOT project.
Preferences (not mandatory but desired)- ACI Certification
- CFOT (Certified Fiber Optic Technician)
- Rutgers CAIT TCP Certificate
- 3 years on NJDOT projects with ITS Electrical/Communication Equipment Systems installation experience.
- Experience using NJDOT’s Site Manager on at least one construction project
