Overview

Prince William County Government is seeking a visionary, strategic, results-driven leader to serve as Director of Information Technology. This executive-level role provides overall leadership of the Department of Information Technology, with overall responsibility for departmental operations, strategic and capital planning, budget development, project administration, cybersecurity, and guiding the County through evolving technological initiatives and innovations.

Job Summary

The Director of Information Technology serves as the County’s Chief Information Officer (CIO), providing executive leadership, enterprise governance, and strategic direction for all County technology services. The Director establishes and executes the County’s technology vision to support organizational priorities, service delivery, and long-term business objectives.

This role oversees County-wide technology planning, operations, cybersecurity, and digital transformation initiatives, ensuring the security, reliability, and resilience of enterprise systems. The Director works with respective departments and agencies to research, procure and deploy technology to support operations. The Director exercises full authority over departmental operations, strategic and capital planning, budget development and administration, and personnel management. As a key advisor to County leadership, they provide guidance on technology investments, risk management, regulatory compliance, and the effective use of technology to enhance efficiency and public service outcomes.

Key Responsibilities:
  • Provide executive leadership and overall management of the County’s Information Technology Department, ensuring technology services and initiatives support County operations, public services, and long-term strategic objectives.
  • Develop, implement, and evaluate enterprise and department-wide IT strategies, goals, policies, and initiatives, ensuring alignment with County priorities and regulatory requirements.
  • Lead the County’s cybersecurity strategy, including risk management, incident response, and compliance with federal, state, and local regulations.
  • Direct, coordinate, and oversee multiple IT divisions and programs, ensuring effective collaboration, performance accountability, and achievement of departmental outcomes.
  • Lead the County’s digital transformation efforts by identifying and implementing emerging technologies that improve service delivery, efficiency, and accessibility.
  • Champion the use of data analytics, automation, and AI to enhance decision-making, streamline operations, and deliver proactive public services.
  • Establish governance frameworks and ethical guidelines for the responsible use of artificial intelligence (AI) and machine learning technologies.
  • Oversee the development and administration of the department’s operating and capital budgets, ensuring alignment with strategic priorities while prioritizing fiscal responsibility.
  • Provide leadership and direction to IT management staff, including setting priorities, assigning objectives, mentoring leaders, and fostering a high-performing, service-oriented organizational culture.
  • Establish, review, and approve technology policies, procedures, and frameworks to ensure compliance with Federal, State, and local laws, regulations, and County standards.
  • Lead County-wide technology planning and modernization efforts, including infrastructure, enterprise systems, cloud services, cybersecurity, data management, and emerging technologies.
  • Direct and oversee enterprise IT projects, ensuring alignment with County priorities, timelines, budgets, strategic objectives, and policy requirements.
