Description:

Position Overview:

The BIP/BMP Database Administrator/Software Developer (DBA/SD) will be responsible for managing the existing database as well as providing updates to the system and setting up new database systems. In addition, the DBA/SD will create or organize systems to store different types of data, and ensure databases run efficiently and securely. Also, the DBA/SD will query databases to generate reports and present such reports in a way that non-technical personnel in leadership can understand the data to make informed decisions.

The DBA/SD shall design, develop, install, patch, update, and test software/web applications used for the collection, storage, and management of bridge inspection data. Responsibilities:
* Project Management:
Apply Agile or similar project management methodologies for project development.
* Software Design and Development:
Enhancing and maintaining the FLH Bridge Data Management Web System application. The FLH Bridge Data Management Web System application was created for the National Park Service (NPS) to view, analyze, and print online canned and ad hoc data reports; as well as current bridge inspection reports. The FLH Bridge web application also allows clients to view and print up-to-date bridge location maps for each NPS park that the Bridge Inspection Program (BIP) inspects.

* Enhancing and maintaining the FLH Bridge web intranet application. This intranet web system has additional functionality for secured / internal FHWA users.
* Design and development of software. Software may include web-based solutions, windows-based solutions, and scripts. The DBA/SD will also install, configure, and test new applications as needed. Back-end support for applications can include writing triggers, procedures, and packages for database access, tuning application SQL statements, pinning objects to optimize performance, as well as creating and maintaining any necessary database objects. The DBA/SD will be responsible for assuring that a current copy of applications is kept at the EFLHD COOP site.

All software designed and developed must meet Section 508 compliance.
* Design and development of database applications to meet future management and inspection requirements of the National Bridge Inspection Standards (NBIS), National Tunnel Inspection Standards (NTIS), and the National Tunnel Inventory (NTI).
* Software Management:
Work with the EFLHD IT Department to perform installations and upgrades and will apply patches to the database software as needed.
* Migrate existing databases to new platforms and create new databases with appropriate parameters based on the organization's requirements.
* Work with other EFLHD staff to ensure that proper compatibility and testing is completed prior to making any changes to the existing environment.
* Maintain a copy of the current database software at the EFLHD Continuity of Operations Plan (COOP) site
* Work with software vendors to deploy code and updates.
* Customize and improve structure inspection reports using form designer.
* Configuration Management:
Track and control software development activities.
* Manage the software development with respect to issues such as multiple developers working on the same code at the same time, targeting multiple platforms, supporting multiple versions, and controlling the status of code (for example beta testing versus production release).
* Check-in/checkout control of code and the ability to perform builds of the entities. Software lifecycle management and planning will be performed.
* Software Documentation Management:
Develop documentation for applications that are not currently properly documented.
* Maintain a Software Engineering Standards document.
* Software User Support:
Provide support and troubleshooting for users of software. All requests for assistance, including resolution details will be properly logged into the DOT help desk system.
