Position
The purpose of this classification is to perform specialized/administrative work functions associated with employee benefit programs and other city personnel operations.
Duties- Administers the city's employee insurance programs, including health, dental, life, long term disability, and worker's compensation programs.
- Provides information, assistance, and guidance on matters pertaining to employee benefit programs, procedures, forms, payments, current status, and related issues.
- Conducts new employee orientation on employee benefits; educates employees about group insurance benefits and policies; assists with completion of employee enrollment/change forms; calculates rates and payroll deductions; determines coverage dates.
- Assists in processing insurance claims; researches employee insurance problems and initiates problem resolution.
- Acts as a liaison between third party insurance administrators and city employees; performs case management with third party administrators through telephone calls and written correspondence.
- Prepares long term disability claims; counsels employees commencing long term disability coverage; monitors cases; distributes employee checks.
- Processes life insurance claims; distributes checks.
- Coordinates worker's compensation claims; completes appropriate documentation; communicates with medical providers to verify status of worker's compensation claims; distributes worker's compensation wage and medical checks; monitors payments for appropriateness; recommends investigations into potential fraud in worker's compensation cases.
- Monitors status of claims processing, coordination of benefits, and issuance of checks; directs billing as appropriate.
- Initiates requests for transfer of account funds to ensure adequate city funds to pay insurance bills.
- Updates employee/payroll records to reflect additions/changes in group insurance coverages and approval of long term disability and waiver claims; enters/updates benefits data on third party administrator and city computer systems.
- Operates a computer to enter, retrieve, review or modify data in computer database; verifies accuracy of entered data; makes corrections; uses knowledge of various software programs to operate a computer in an effective and efficient manner.
- Compiles and/or monitors various administrative and/or statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; prepares or generates reports; maintains records.
- Processes a variety of documentation associated with departmental operations, per established procedures and within designated time frames; distributes documentation or retains records.
- Prepares or completes various forms, reports, correspondence, claims, applications, affidavits, wage/insurance verifications, fund transfer requests, or other documents.
- Receives various forms, reports, correspondence, timesheets, claims, checks, manuals, policies, procedures, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.
- Prepares departmental files; maintains file system of departmental records.
- Maintains inventory of departmental forms and supplies; initiates requests for new or replacement materials.
- Answers the telephone; provides information, guidance and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.
- Responds to routine requests for information/assistance from employees, officials, the public or other individuals.
- Communicates with supervisor, employees, city departments, insurance carriers, medical providers, outside agencies, the public, and other individuals to coordinate work activities, review status of work, exchange information, or resolve problems.
- Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
