Job DescriptionTITLE:
SPECIAL EDUCATION PROGRAM COORDINATOR

POSITION SUMMARY:
The primary purpose of this position is to provide support and technical assistance to the special education instructional and support staff working with identified special education students.
Bilingual Spanish Preferred.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree.
- Background and Criminal History Clearance.
- Valid Oregon Teaching License with applicable Special Education endorsements and authorization level(s).
- Successful special education teaching experience.
- Demonstrates high level of communication skills and meets District standards for oral and written language proficiency in English, and if applicable, in Spanish or Russian.
- Skill in leadership and facilitation of work involving colleagues and administrators, including problem solving and conflict resolution.
- Excellent organizational skills for effectively managing multiple tasks.
- Ability to understand and follow oral and written instructions.
- Qualified to conduct cognitive testing.
- Knowledge of the principles of first and second language acquisition, and culturally responsive pedagogy.
- Knowledge of human growth and development at assigned instructional level(s).
- Knowledge of effective student behavior management methods.
- Knowledge of the principles of effective instruction and differentiated instructional methods for students with a variety of learning styles due to disabilities and varying levels of English language proficiency.
- Knowledge of federal and state Special Education law and regulations sufficient to ensure compliance.
- Such alternatives to the above qualifications as the Board or administration may deem appropriate and acceptable.
ESSENTIAL FUNCTIONS:
- Communicates effectively in English in both oral and written form.
- Communicates effectively in Spanish or Russian (if assigned) in both oral and written form.
- Advises teachers and special education teachers concerning procedural compliance with special education law.
- Serves as case manager and district representative for students in programs outside of the District.
- Provides learning support services at in-district charter and private schools.
- Provides coordination of services for identified students.
- Works with building student assistance teams to ensure a comprehensive and legal approach to interventions.
- Orients and communicates program information to special education staff.
- Observes instruction and program implementation and consults with teachers and support staff regarding compliance with program standards and improvement.
- Provides support and training for special education procedures and record keeping system requirements.
- Provides training for State Testing Options.
- Assists and guides classroom teachers in making modifications and adaptations for students.
- Coordinates staff development activities for licensed staff and classified support staff.
- Makes recommendations concerning purchase and use of equipment and materials.
- Conducts academic and cognitive student assessments.
- Develops and submits reports as required by supervisor.
- Follows all safety rules.
- Demonstrates support for District Core Values, District Mission, District Strategic Plan, and School wide Improvement Plan.
- Establishes and maintains a positive and respectful learning environment and working relationship with students, staff, administration, parents/guardians, and community members.
- Assists parents and community members as needed.
- Demonstrates an awareness of and sensitivity to multicultural and multilingual values and environments.
- Complies with professional development activities as required by the District.
