Instructional Services Program Administrator
The primary purpose of this position is to provide support and technical assistance to the Director of Instructional Services.
Minimum Qualifications:
- Master's Degree in Education or related field.
- Background and Criminal History Clearance.
- Valid Oregon Administrative License with Administrator Endorsement.
- A minimum of five (5) years as a licensed educator.
- Demonstrates high level of communication skills and meets District standards for oral and written language proficiency in English, and if applicable, in Spanish or Russian.
- Skill in leadership and facilitation of work involving colleagues and administrators, including problem solving and conflict resolution.
- Excellent organizational skills for effectively managing multiple tasks.
- Ability to understand and follow oral and written instructions.
- Knowledge of effective strategies related to the implementation of community/parent outreach programs.
- Knowledge and familiarity with Title programs.
- Knowledge and understanding of how to compile and disaggregate data.
- Knowledge of the principles of first and second language acquisition, and culturally responsive pedagogy.
- Knowledge of human growth and development at assigned instructional level(s).
- Knowledge of effective student behavior management methods.
- Knowledge of the principles of effective instruction and differentiated instructional methods for students with a variety of learning styles due to disabilities and varying levels of English language proficiency.
- Understanding of curriculum, instruction, assessment and staff development requirements under state and federal education laws and regulations.
- Understanding of strategic and school improvement planning and curriculum auditing procedures.
- Understanding of bilingual education requirements and programs.
- Understanding of computer assisted instruction.
- Understanding of effective staff supervision and evaluation procedures.
Essential Functions:
- Communicates effectively in English in both oral and written form.
- Communicates effectively in Spanish or Russian (if assigned) in both oral and written form.
- Organizes and coordinates District community/parent outreach programs. (i.e. Family University, Parent Advisory Committee, After School Club, Migrant Education, Summer School, etc.)
- Promote a positive, safe and caring climate for learning; deal sensitively and fairly with persons from diverse cultural backgrounds.
- Conducts various leadership training activities for parents and community members.
- Assist in writing various program grants.
- Coordination and supervision of Title and grant programs as assigned.
- Assists in compliance with, and evaluation of, Title and grant programs.
- Supports school administration in developing community/parent outreach opportunities.
- Supervises, directs, hires, and evaluates program personnel as assigned.
- Assists in monitoring of implementation of adopted curriculum and instructional materials.
- Assists in screening, interviewing, and recommending hiring of school personnel.
- Provides orientation, training, and staff development activities of all personnel as needed.
- Maintains attendance records for students and/or staff.
- Makes arrangements for facility use and monitors appropriate use.
- Develops proposed budget, approves requisitions, and monitors budget expenditures.
- Markets and promotes program participation among students, parents, and the community.
- Communicates with site administration and staff regarding program activities and issues.
- Analyzes assessments and consults with students, parents, staff regarding student placement and support services.
- Serves as liaison to the City of Woodburn staff and Oregon Department of Education program monitors in administration of grants.
- Monitors and evaluates classes, program activities, and program operations to ensure effectiveness, efficiency, and safety.
- Manages student behavior issues as needed, takes appropriate action, and contracts parents.
- Provides for student supervision during all program activities and until released to parents or district transportation.
