Wastewater Construction Management V - Project Representative

The Construction Management Unit in the WTD is seeking a Wastewater Construction Management V - Project Representative to administer a variety of construction contracts including work order, design‑bid‑build (low bid/lump sum), general contractor/construction manager, and design build type contracts with ($10k-$100M+). This is an opportunity to do challenging work on a variety of construction projects that help to protect our environment.

In this role, you will manage diverse construction contracts and oversee all facets of construction project execution. This is a high‑impact opportunity to lead major infrastructure improvements that directly contribute to public health and environmental protection. This position follows a hybrid work model, blending remote and in‑person work.

WTD protects public health and enhances the environment by collecting and treating wastewater while recycling valuable resources for the Puget Sound region. Population growth in the region and changing regulatory requirements coupled with aging infrastructure are resulting in an expansion of our capital construction programs. What You Will Be Doing
  • Administer overall implementation phase effort on WTD capital improvement program construction DBB (low bid), work/job order and/or DB/GCCM contracts as Owner Representative.
  • Coordinate and lead teams of matrixed CIP personnel including operations and maintenance, engineering, community relations, permitting, environmental, right‑of‑way/property, project control, administrative support, construction management and design consultant staff.
  • Ensure compliance with plan and specification requirements, manage project elements such as scopes, schedules, budget, risk, communication, and develop and implement Inspection team QA/QC responses.
  • Manage construction disputes, change order management process, and follow KC WTD standards for documents management control and filing.
  • Lead and coordinate construction closeout and work with the team on project closeout phase.
Qualifications You Bring
  • Bachelor's degree in construction management, engineering or a related technical field; construction engineering/management experience, including 3 years of field inspection.
  • Construction experience in operational industrial, water, and wastewater treatment facilities.
  • Experience managing large, high‑profile, and technically and/or contractually complex public works construction contracts.
  • Experience navigating construction claims/litigation.
  • Additional experience in alternative construction delivery methods including progressive design build and/or GCCM.
