Position

Summary

We partner with federal agencies to strengthen mission delivery through innovative management consulting, financial management, and program support services. As part of the TSA Enterprise Support and Verification Program (ESVP), the Senior Financial Management Specialist serves as a trusted financial advisor supporting TSA leadership in budget planning, financial execution, portfolio management, and strategic decision-making.

This position provides senior-level financial management support across multiple initiatives, delivering executive-level financial analysis, forecasting, budget execution oversight, financial governance, and data-driven recommendations. The candidate will collaborate with government and contractor stakeholders to improve financial performance, strengthen fiscal stewardship, and ensure compliance with federal financial management policies.

Key Responsibilities
  • Serve as a trusted financial advisor to Government leadership by providing strategic financial analysis, budget formulation and execution recommendations, and data-driven insights supporting enterprise decision‑making.
  • Lead the development, execution, and monitoring of program budgets, spend plans, financial forecasts, and multi‑year funding strategies supporting TSA initiatives.
  • Analyze obligations, expenditures, burn rates, funding execution, and financial trends to identify risks, forecast future requirements, and recommend corrective actions.
  • Develop executive dashboards, portfolio analytics, and briefing materials communicating financial performance, funding status, resource utilization, schedule impacts, and organizational risks.
  • Lead financial reconciliation and validation activities ensuring budget, procurement, labor, and contract data are complete, accurate, and compliant with federal financial management requirements.
  • Support acquisition planning through Independent Government Cost Estimates (IGCEs), cost and price analyses, lifecycle cost evaluations, and financial assessments of proposed contract actions.
  • Review contract funding, labor expenditures, invoices, and financial documentation to ensure compliance with contract requirements and appropriations guidance.
  • Develop financial governance processes, SOPs, desk guides, and internal controls that improve consistency, transparency, and operational efficiency.
  • Support audits, data calls, internal control reviews, and executive inquiries while ensuring timely, accurate financial reporting.
  • Leverage Microsoft Excel, Power BI, SharePoint, and Microsoft 365 to automate reporting, improve financial visibility, and support executive decision‑making.
  • Collaborate with Program Managers, CORs, Budget Analysts, Contract Specialists, and executive stakeholders to align financial strategies with mission priorities.
Qualifications
  • Bachelor's degree in finance, accounting, economics, business administration, public administration, or a related discipline.
  • 10+ years of progressively responsible experience supporting federal financial management, budget execution, acquisition support, program controls, or financial analysis.
  • Minimum 5 years supporting DHS, TSA, FAA, DoD, or another federal civilian agency with acquisition and financial strategies
  • Demonstrated experience preparing and presenting executive-level financial analyses and briefings.
  • Advanced proficiency with Microsoft Excel and Microsoft Office 365; experience with financial reporting and data visualization tools.
  • Excellent analytical, written, verbal, and interpersonal communication skills.
  • Ability to obtain and maintain a TSA Public Trust.
