Overview

Summary IT Specialist (APPSW) HIT Integration Developer positions are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Many" do not apply.

Duties

The following duties are associated with the role:

  • Collaborate with vendors and agency experts to ensure timely acquisition of medical evidence for claims adjudication.
  • Ensure compliance with healthcare data standards and interoperability requirements.
  • Support proof-of-concept initiatives to validate new technologies and proactively author best practices and documentation.
  • Maintain a strong understanding of how vendor solutions integrate within the organization's robust, API-driven environment to design, build, troubleshoot, and optimize workflows.
  • Create and maintain technical documentation, including architecture diagrams, API documentation, deployment guides, and operational runbooks.
  • Proactively identify and resolve technical risks, effectively communicating complex concepts and solutions to both technical and non-technical stakeholders.
  • Identify opportunities to apply AI and machine learning to analyze, extract, and structure information from medical records, enabling the automation and optimization of claims processing workflows.
  • Work with cross-functional teams to design and implement AI-driven solutions that streamline the flow of medical information, reduce manual effort, and improve employee efficiency.
  • Stay current with advancements in AI for healthcare data processing and recommend innovative approaches to enhance SSA's Health IT systems.
Qualifications

To qualify for the 2210 IT Specialist series, applicants must meet the following competencies and experience. Resumes exceeding two pages will not be considered. The resume should demonstrate specified experience, education, knowledge, skills, abilities, and proficiency in required competencies.

  • Problem Solving – Identifies problems, evaluates information, and develops solutions.

Minimum Qualifications – GS-14
To qualify at the GS-14 level, you must have at least 52 weeks of specialized experience or equivalent to the GS-13 level or above, related to the position, including:

  • Designing, developing, and maintaining Health IT interoperability solutions, platforms, and standards, including data integration, analysis, and testing.
  • Hands-on experience with healthcare IT standards, particularly FHIR and HL7 (e.g., HL7 v2.x, HL7 v3, ASTM, X12N, HITSP component specifications).
  • Integrating and mapping medical coding schemas such as SNOMED-CT, LOINC, RxNorm, ICD-9, ICD-10, and CPT for clinical data exchange.
  • Utilizing HL7 CCD and C-CDA standards and constructs.
  • Engaging with Health IT Interoperability Networks at the technical specification level (eHealth Exchange, Care Quality, Common Well Health Alliance).
  • Applying knowledge of Direct Trust technical and policy requirements.
  • Understanding the TEFCA and its applicability to benefits determination.
  • Developing and integrating APIs for health IT systems.
  • Programming skills in Python, Node.js, Java, J2EE, JavaScript, SOAP/REST Web Services, XSLT, XML, and JSON.
  • Experience with machine learning and predictive analytics.

Minimum Qualifications – GS-15
To qualify at the GS-15 level, you must have at least 52 weeks of specialized experience or equivalent to the GS-14 level or above, related to the position, including:
