Summary
Responsible for complex assignments involving defensive counterintelligence (CI) and information coordination with a broad set of Communities of Interest (COIs) to establish and maintain SSA's defensive CI operations, collaboration and intelligence and information sharing missions which support homeland security. See Duties for additional responsibilities.
Duties- Develop and execute a program implementation plan, establish related CI policies and metrics, and create an outreach strategy to engage elements of the Intelligence Community (IC) focused on CI and law enforcement.
- Develop and maintain a response protocol for resolving CI information that presents a credible threat to SSA.
- Develop a CI awareness strategy for use by all agency stakeholders.
- Develop training programs and presentations to support SSA’s Defensive CI program.
- Generate written products and provide oral presentations to senior officials.
- Conduct CI analysis, provide CI products and develop intelligence‑related exercise scenarios as required to support agency participation in continuity exercises.
- Develop recurring CI reports that contain analysis of information, events and trends involving threats with the potential of damaging SSA’s critical assets or impairing its service to the public.
- Monitor public sources of information (internet, broadcast media, print media) as well as classified and unclassified government systems for relevant threat information.
The GS‑09 and GS‑11 levels are developmental/career‑ladder positions leading to GS‑12. At these levels, assignments are not as broad as at the full performance level. Managers provide general instructions and guidance. Work is reviewed for adequacy and compliance with policies and procedures.
QualificationsMinimum Qualifications for GS‑09:
- At least 52 weeks of Specialized Experience, or Optional Education, or a combination, as described below.
- Specialized
Experience:
work primarily conducting defensive counterintelligence research, coordinating information with communities of interest to support homeland security missions. Examples include: conducting research and analysis; coordinating and sharing intelligence with different groups and agencies; preparing reports or summaries. - Optional
Education:
Master’s or equivalent graduate degree, or at least 2 full academic years of graduate education leading to a master’s.
Minimum Qualifications for GS‑11:
- At least 52 weeks of Specialized Experience, or Optional Education, or a combination, as described below.
- Specialized
Experience:
managing defensive counterintelligence projects, evaluating intelligence, preparing complex reports, or coordinating with agencies. - Optional
Education:
Ph.D. or equivalent doctoral degree, or at least 3 full academic years of graduate education leading to a Ph.D.
Minimum Qualifications for GS‑12:
- At least 52 weeks of Specialized Experience at or above GS‑11.
- Specialized
Experience:
leading complex defensive counterintelligence assignments and developing methods for information coordination and sharing. - Education cannot be used in lieu of Specialized Experience at this level.
Minimum qualifications must be met by the closing date of the announcement. Time‑in‑grade requirements (52 weeks at previous levels) must be met.
EducationApplicants without full Specialized Experience can meet minimum requirements at GS‑09 or GS‑11 with Optional Education. Transcripts supporting claims must be submitted. Unofficial transcripts are accepted if they include required information.
Additional Information- Applicants must hold or be able to obtain a Top‑Secret Security Clearance (TS‑SCI).
- Successful performance will be assessed during a 1‑year probationary period.
- High‑risk position; may require SF‑86.
- Position is full‑time, flex‑time. Alternate Work Schedule and telework may be approved under conditions.
- Must reside within a 2‑hour commute to the official duty station in Woodlawn, Maryland.
- Relocation expenses will not be paid.
This non‑bargaining unit position will be filled under the Management Officials Promotion Plan. The best‑qualified list may be used to fill the same or similar positions. The official duty station is Woodlawn, Maryland. This position is not authorized to be filled virtually or through outstationing.
