IT Specialist (APPSW) – JAVA Angular Full Stack Web Application Developer Positions

These positions are offered through the Office of Personnel Management Direct Hire Authority. Applicants must qualify for the 2210 IT Specialist series and possess the competencies and experience described below.

Applicants must have 52 weeks of specialized experience at or above the GS‑12 level in work related to the position.

Developing service‑oriented web applications and APIs in an agile environment using frameworks such as Angular or Spring Boot.

Coordinating development efforts for project completion and implementation or leading technical discussions for enterprise‑level IT projects.

Developing object‑oriented software that interfaces with relational databases and utilizes Continuous Integration/Continuous Delivery technologies.

Minimum Qualifications – Grade 14

Applicants must have 52 weeks of specialized experience at or above the GS‑13 level.

Advanced proficiency developing service‑oriented web applications and APIs in an agile environment using Angular or Spring Boot, Java, Node.js, RESTful/SOAP APIs, and AWS/PaaS platforms.

Advanced proficiency developing object‑oriented software that interfaces with database technologies such as DB2, SQL, MongoDB, PostgreSQL, and leveraging CI/CD technologies.

Advanced experience leading and coordinating development efforts for project completion and implementation or leading technical discussions for enterprise‑level IT projects.

Hands‑on experience with collaborative development tools such as Git, Bitbucket, and Visual Studio.

Minimum Qualifications – Grade 15

Applicants must have 52 weeks of specialized experience at or above the GS‑14 level.

Expert proficiency developing service‑oriented web applications and APIs in an agile environment using advanced frameworks such as Angular and Spring Boot, Java, Node.js, and platforms like AWS/PaaS.

Advanced proficiency designing and implementing object‑oriented software solutions interfacing with databases such as DB2, SQL, MongoDB, and PostgreSQL, leveraging CI/CD technologies.

Expert leadership and coordination of complex development efforts for enterprise‑level IT projects, including facilitating technical discussions and ensuring successful project completion.

Collaboration with cross‑functional teams to define, design, and deliver new features; participation in code reviews; clear communication of complex technical concepts to executives and team members.

Integration of COTS solutions into API‑driven architectures for real‑time system connectivity; resolution of production issues with appropriate tools; application of advanced scaled agile practices and real‑time data processing skills.
