Job Description
The E&I Planner designs, plans, and oversees electrical, instrumentation, and control (EI&C) projects within an industrial refinery environment. This role develops engineering standards, defines and plans capital projects, supports construction activities, and ensures that all EI&C equipment and systems meet technical, safety, and regulatory requirements. The E&I Planner serves as an onsite designer at the plant, supporting capital expenditure projects and collaborating closely with operations, maintenance, and project teams to deliver reliable, safe, and efficient process control solutions.
Responsibilities
+ Develop engineering standards for electrical, instrumentation, and control (EI&C) equipment purchases and installations to ensure consistency, safety, and reliability.
+ Define projects by determining project objectives, selecting appropriate technical strategies, and providing technical assistance to business units.
+ Plan projects by writing detailed specifications, developing project schedules, and identifying and designing process improvements and additions to existing systems.
+ Oversee the construction of EI&C capital projects, ensuring that installation, testing, and commissioning activities align with design requirements and industry standards.
+ Develop project scopes, budgets, and Authorization for Expenditure (AFE) packages for approval, and ensure that projects meet budget targets as well as refinery and OSHA standards.
+ Implement projects by monitoring performance, tracking progress, and taking corrective actions to keep work on schedule and within scope.
+ Provide feedback to project teams by generating, monitoring, and updating operating procedures, and by preparing periodic reports on project status and performance.
+ Negotiate with vendors and contractors for materials, supplies, and services required to execute EI&C projects.
+ Solve technical problems related to EI&C projects by troubleshooting issues, identifying root causes, and implementing effective solutions.
+ Upgrade, design, configure, maintain, and monitor EI&C equipment and systems to ensure optimal performance and reliability.
+ Analyze components, systems, processes, and methods, including refinery processes and economics, to identify opportunities for improvement and optimization.
+ Ensure the maintenance, accuracy, and integrity of business unit data related to EI&C systems and projects.
+ Design chemical plant EI&C equipment and develop processes for manufacturing chemicals and related products, ensuring that designs meet process and safety requirements.
+ Conduct research to develop new and improved process control methods and technologies that enhance safety, efficiency, and productivity.
+ Design and plan layouts for EI&C systems on a commercial scale, ensuring efficient integration with existing infrastructure.
+ Determine the most effective arrangement of electrical, instrumentation, and control systems, including Burner Management Systems, Safety Instrumented Systems, and power distribution equipment.
+ Investigate and resolve work-in-process problems related to EI&C design, construction, or operation to minimize downtime and maintain safe operations.
+ Serve as an onsite designer at the plant, supporting capital expenditure projects with detailed EI&C design, planning, and coordination activities.
Essential Skills
+ Proven experience in electrical, instrumentation, and controls design within industrial or refinery environments.
+ Hands-on experience with electrical design, power system design, and controls design for process facilities.
+ Demonstrated ability to design and plan EI&C layouts on a commercial or industrial scale.
+ Experience in oil and gas, refinery, or heavy industrial environments, with familiarity in refinery processes and standards.
+ Proficiency with design tools such as AutoCAD for creating and modifying EI&C drawings and layouts.
+ Experience using enterprise systems such as SAP and Maximo for planning, maintenance, and project tracking.
+ Strong project planning and scheduling experience, including development of specifications, schedules, scopes, and budgets.
+ Ability to troubleshoot and resolve technical issues related to EI&C equipment and systems.
+ Knowledge of Burner Management Systems, Safety Instrumented Systems, and power distribution equipment.
+ Understanding of refinery and OSHA standards related to EI&C projects and equipment.
+ Strong analytical skills to evaluate components, systems, and processes and to identify improvement opportunities.
+ Effective communication skills to collaborate with multidisciplinary teams and provide technical guidance to business units.
