Location: Providence, RI (Public Sector / Governmental)
Supervision: Reports to Associate Controller.
Hiring Timeline: Immediate – This is a fast-moving hiring process for a high-priority vacancy.
We are seeking a highly analytical and experienced Chief Payroll Audit & Tax Supervisor to lead payroll and pension payment operations for a prominent public-sector entity. This is a critical leadership role responsible for ensuring the accuracy, legality, and proprietary nature of all disbursements before payment. You will exercise wide latitude for initiative and independent judgment while ensuring strict compliance with federal and state laws.
Key Responsibilities- Payroll & Voucher Management: Oversee the strict scheduling and processing of organizational payrolls and vouchers in accordance with regulatory policies and directives.
- Tax Compliance & Reporting: Direct the development and filing of accurate Federal and State monthly/quarterly payroll tax returns.
- Year-End Operations: Lead the closing of year-end payroll accounts, including the production and filing of accurate annual W2 and W3 forms.
- System Oversight: Supervise the development and maintenance of computer data systems (including Workday) to ensure accurate, timely operation.
- Strategic Auditing: Establish and implement sophisticated techniques and procedures to efficiently audit payroll transactions and vendor payments.
- Inter-Agency Liaison: Maintain effective partnerships with various departments, regulatory agencies, and Public Employee Retirement Systems to resolve complex payment issues and manage records.
- Education: Graduation from a college of recognized standing with specialization in Finance, Accounting, Business Management, or Public Administration.
- Certifications: Certified Payroll Professional (CPP) designation is highly preferred.
- Technical Expertise: Proven experience as a Payroll Specialist or Payroll Manager.
- Solid understanding of accounting fundamentals and payroll best practices.
- Proficient in MS Office (Advanced Excel skills required).
- Working knowledge of Workday software is preferred.
- Compliance Knowledge: Thorough understanding of pre-audit procedures, full payroll cycle processing, and the application of collective bargaining agreements and federal/local tax legislation.
- Integrity: Trustworthy with an unwavering commitment to confidentiality.
- Detail-Oriented: Outstanding organizational ability with extreme attention to detail.
- Communication: Excellent verbal and written communication skills for high-level organizational reporting.
