The Department of Youth Services (DYS) is the juvenile justice agency for the Commonwealth of Massachusetts. We work with young people who are detained or committed and provide detention, custody, diagnosis, education and support to youth ages 7-21. Most youth served are between 14 and 18. The Department promotes positive change and provides adolescent‑focused rehabilitation in residential treatment.
Overview The Juvenile Justice Enterprise Management System (JJEMS) is the client information system that holds critical data on each DYS client. It facilitates real‑time updates, reporting, and strategic decision‑making. The Regional Administrator is the JJEMS subject matter expert for the Central Region, providing guidance, training, and support to programs and service providers throughout the region.
Duties- Provide technical guidance and training to DYS programs and service providers in the Central Region.
- Collaborate with JRAs from other regions (West, Southeast, and Metro) to develop consistent practices and quality assurance efforts.
- Report to the DYS Senior Director of Systems Operations.
- Coordinate with the central office in Boston on JJEMS projects, needs assessments, and system requirements.
- Ensure accuracy of application and systems documentation.
- Analyze systems issues and provide corrective action.
- Motivate and train staff to engage with ongoing system enhancements and reporting requirements.
- Establish rapport with staff from diverse cultural and economic backgrounds.
- Manage all aspects of JJEMS in the Central Region.
- Collaborate with EHS IT staff for testing and implementation of new applications, modules, and upgrades.
- Project manage JJEMS projects: set priorities, objectives, and deadlines; include key stakeholders.
- Provide in‑person or remote support for DYS staff with varying experience levels.
- Work under time constraints to meet unanticipated demands.
- Develop effective working relationships to share information and solve problems collaboratively.
- Participate in staff meetings and training sessions.
- Follow up and complete all tasks assigned by supervisor.
- Monitor user access and security for all applications.
- Ensure data quality and enforce expectations with staff to align with DYS policy.
- Perform other related duties as assigned.
- Strong written and verbal communication skills.
- Knowledge of JJEMS and the DYS service continuum.
- Proficiency in MS Word, Excel, Outlook, and PowerPoint.
- Ability to motivate and train staff for transition to new application systems.
- Ability to anticipate and analyze difficult situations and take corrective action.
- Collaborative experience with juvenile and criminal justice organizations and municipal police agencies.
- Adaptability, decision making/problem solving, and initiative.
Weekly Work Schedule – Monday through Friday, 8:45 a.m. to 5:00 p.m.
Transportation Requirement – Must have reliable transportation.
Minimum Age Requirement – 21 years.

Applicants must have at least five years of full‑time or equivalent part‑time experience in business administration, public administration, or a related field, including three years in a supervisory or managerial capacity. Substitutions are accepted as described in the full posting.
Salary86,533.46 – Yearly, based on experience and education.
