CONTINGENT UPON AWARD

The Instructor / Assessor (Maritime & Ground) shall support MESTEU-2's training and evaluation mission. This includes classroom instruction, practical exercises, curriculum development, logistical coordination, and assessment duties. Instructor / Assessor (Maritime & Ground) personnel shall be trained, certified, and capable of performing tasks in high-risk environments.

Duties & Responsibilities
  • High-Risk Training (HRT): Deliver specialized training in maritime security operations, tactical road movement, combat shooting techniques, and other advanced skills.
  • Curriculum Development: Support the analysis, design, and development of MESF-related programs, policies, and curriculum, including Embarked Security, Aircraft Security, Position Defense Entry Control Point (ECP) operations, Tactical Road Movement, Coastal Maritime operations, and Harbor Defense.
  • Assessment Support: Serve as assessors during Unit Level Training (ULT) and certification events to evaluate the readiness of MESF units.
  • LSO Support: Ensure the quality of instruction, curriculum, and training delivery by providing oversight and recommendations for improvement.
  • Exercise Support: Assist in the development of exercise scenarios and provide White Cell support for Advanced Phase Exercises (APEX), Unit Level Training Readiness Assessments (ULTRA), and Final Evaluation Problems (FEP).
  • Train Active Component (AC) and Reserve Component (RC) squadrons, High Value Unit (HVU) Escort Detachments, and Forward Deployed Naval Force (FDNF) Embarked Security Detachments.
  • Support Mobile Training Teams (MTTs) and weapons training courses as required.
  • Delivering High-Risk Training (HRT) evolutions in accordance with Navy standards and instructions.
  • Supporting curriculum development and updates to ensure training materials remain relevant and effective.
  • Providing LSO support to maintain the quality of instruction and instructional materials.
  • Serving as assessors during Unit Level Training (ULT) and for the certification of units of action, where appropriate.
  • Ensuring compliance with applicable Navy instructions, including OPNAVINST 1500.75 (Series), NECCINST 1500.13 (Series), and MESTEUTWOINST 1500.5 (Series).
  • Coordinating closely with MESTEU-2 government personnel to ensure alignment with training objectives, curriculum standards, and assessment requirements.
Instructor Responsibilities
  • Delivering classroom and practical field instruction in accordance with approved curricula.
  • Preparing training areas, including weapons loading, target placement, and equipment setup.
  • Conducting operator-level maintenance and cleaning of authorized weapons systems.
  • Maintaining training binders and course materials.
  • Completing and maintaining required Personnel Qualification Standards (PQS) for each watch station.
  • Instructor / Assessor (Maritime & Ground) personnel will perform other duties as assigned.
Knowledge, Skills, and Abilities (KSAs)
  • Ability to deliver classroom and field-based instruction in high-risk training environments.
  • Ability to support curriculum development, training execution, and assessment activities.
  • Ability to evaluate student performance and provide actionable feedback during training evolutions.
  • Ability to operate and maintain small arms and crew-served weapons systems safely and effectively.
  • Ability to work in dynamic, high-risk, and physically demanding environments.
  • Ability to communicate effectively in both written and verbal formats.
  • Ability to travel within CONUS and OCONUS as required.
  • Ability to coordinate with government personnel and training teams to meet mission objectives.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
Minimum/General Experience
  • Must have at least one (1) year of instructional experience, as evidenced by documentation such as a DD-214 or course certificates.
