Overview
The Environmental Compliance Manager will be part of the Permitting Group within the Central Environmental Compliance department, responsible for managing environmental permit applications, renewals, and compliance requirements for all Clean Harbors facilities and subsidiaries. The role ensures adherence to federal, state, and local environmental, health, and safety regulations, including ongoing oversight and support of operations, and occasional travel for inspections, audits, regulatory engagement, and incident response.

- Conduct formal and systematic reviews of facilities to ensure compliance with federal, state, and local regulations for environmental affairs and health and safety.
- Apply for environmental permits and maintain a schedule for renewals, reporting, and provisions of all environmentally related permits.
- Prepare reports and documents as required by regulatory agencies and corporate and facility management.
- Prepare and maintain environmentally related plans and procedures for facilities, as needed.
- Identify problems and recommend corrections; prioritize and follow up on corrections regarding areas of non‑compliance or potential non‑compliance.
- Advise corporate and facility management regarding procedural and operational measures to be taken to correct or minimize non‑compliant activities regarding environmental regulations.
- Serve as liaison between facilities and outside contractors, and regulatory personnel on assigned environmental projects and activities.
- Act as liaison with Agency regulators and negotiate for terms favorable to the organization regarding legal agreements, permit conditions, and proposed regulations.
- Respond to significant accidents, incidents, and complaints and provide guidance to operational teams; prepare and submit all required notifications/reports and participate in management team investigations as needed.
- Monitor regulatory changes to ensure compliance with upcoming changes in federal, state and local rules and regulations.
- Provide guidance to sales, field personnel, and customers concerning federal, state and local environmental regulations.
- Perform audits of internal and external facilities to ensure they are properly permitted for use and operating in compliance.
- Perform other duties and tasks as assigned from time to time by management and will be required by the needs of the Clean Harbors business.
- Occasional travel to facilities as needed for audits, inspections, investigations, and other compliance‑related activities.
- BS/BA degree (required)
- BS/BA in Environmental Science, Chemical/Environmental Engineering, or Engineering (preferred)
- 5+ years of environmental compliance experience (preferred)
- Experience with Title V air permitting and compliance with MACT standards (required)
- Strong knowledge and practical experience with key regulatory programs, including:
- CAA (Clean Air Act)
- RCRA (Resource Conservation and Recovery Act)
- NPDES (National Pollutant Discharge Elimination System)
- SWPPP (Stormwater Pollution Prevention Plans)
- SPCC (Spill Prevention, Control, and Countermeasure Plans)
- Experience supporting or operating under a Consent Decree (preferred)
- Experience in industry (pharmaceutical, medical, DEA) (preferred)
- Environmental consulting experience (preferred)
- Multi‑state environmental compliance experience (preferred)
- Excellent communication, writing, and presentation skills
- Strong organizational and project management skills

The posted salary range reflects the minimum and maximum target for this role. Final compensation may vary based on factors such as location, experience, skills, and business needs.
