The City of Worcester is seeking qualified applicants for the position of Assistant Civil Engineer, Grade 4 for the Sewer Operations Division within the Department of Public Works. Under the direction of the Stormwater & Wastewater Coordinator, the position supports in implementing the City’s stormwater and wastewater programs. This position performs advanced technical fieldwork, sampling, inspections, data entry, and maintenance activities related to stormwater MS4 compliance, wastewater collection systems, and combined sewer infrastructure.

The position provides on-site guidance to field staff, ensures work is completed safely and accurately, and assists with investigation, documentation, and reporting.

ESSENTIAL ELEMENTS:
  • Provide engineering support for the operation and management of the combined sewer treatment facility and sewer pumping stations.
  • Perform stormwater, surface water, and groundwater sampling per established protocols.
  • Research easements.
  • Conduct field work associated with sanitary, storm, and combined sewer systems, such as manhole inspections, dye tests, smoke testing, and flow observations.
  • Assist in identifying inflow/infiltration sources and documenting structural or maintenance deficiencies.
  • Provide field support for CSO facilities, pump stations, and emergency sewer response when necessary.
  • Supervise and participate in the inspection of engineering construction projects, checks for conformance with plans and specifications, submits reports on progress of project and materials used.
  • Compile annual stormwater report.
  • Implement requirements set forth in the City’s stormwater management plan to assure compliance with Worcester’s Stormwater NPDES Permit.
  • Design and implement Best Management Practices.
  • Utilize GIS and Lucity computerized maintenance management systems.
  • Conduct dry- and wet-weather outfall inspections and screening.
  • Lead field investigations for illicit discharge detection and elimination (IDDE).
  • Assist with catchment investigations, mapping updates, and verification of drainage structures.
  • Support BMP inspections and maintenance activities, including hydrodynamic separators, detention basins, and green infrastructure.
  • Maintain inventory and calibration of sampling and monitoring equipment.
  • Update system maps, asset attributes, and field records.
  • Collect and record sampling, inspection, and field data accurately using tablets, GPS units, and Lucity/GIS.
  • Assist with any Sewer Operations engineering tasks involved in day to day operations of the Division.
  • Other duties as assigned.
SECONDARY ELEMENTS:
  • Oversee and edit work completed by Grade 3 Engineers, Environmental Analysts, as well as Administrative Staff.
REQUIRED

KNOWLEDGE, SKILLS AND ABILITIES:
  • Ability to direct and assist fellow Grade 4 Engineers, as well as have a level of supervision of Grade 3 Engineers, Environmental Analysts, and Administrative Staff when it comes to editing and correcting their work.
  • Working knowledge of municipal stormwater programs, MS4 permit requirements, and wastewater collection systems.
  • Working knowledge of modern methods and techniques as applied to the construction and maintenance of public works.
  • Ability to determine adherence to engineering specifications on a wide variety of construction jobs.
  • Skill in conducting engineering research work and in writing technical reports of such studies.
  • Experience with GIS (ArcGIS or equivalent) and asset management systems (e.g., Lucity).
  • Ability to interpret engineering plans, drainage maps, as-builts, surveys, and technical specifications.
  • Experience performing field work in stormwater, wastewater, or public works operations.
  • Ability to effectively communicate with coworkers of all professional levels.
  • Ability to effectively communicate and work with external contractors and other City departments and divisions.
  • Regular on-site attendance is required.
MINIMUM REQUIREMENTS:
  • Bachelor’s Degree in engineering, environmental science or related field; AND;
  • Three (3) years of related departmental experience; OR,
