DEPUTY ASSESSOR
ASSESSING DIVISION
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for a Deputy Assessor position in the Assessing Division with the Department of Administration and Finance. The Deputy Assessor is responsible for assisting the City Assessor in the valuation of all Commercial, Industrial, Mixed-Use, and Multifamily properties. Under the direction of the City Assessor, the Deputy Assessor is responsible for managing property inspections, analyzing market data, administering income and expense filings (38D), and maintaining accurate valuation schedules.

The position prepares documentation for abatements and Appellate Tax Board cases, supervises staff, and ensures compliance with Massachusetts General Laws and Department of Revenue regulations. This position requires advanced expertise in complex property valuation and proficiency with the Vision CAMA system. The Deputy Assessor oversees the Assessing Division in the absence of the City Assessor.

ESSENTIAL ELEMENTS
  • Serve as review appraiser for all Commercial, Industrial, Mixed-Use, and Multifamily valuations.
  • Supervise staff and manage office operations in the absence of the City Assessor.
  • Manage property inspection schedules and conduct field inspections as required.
  • Develop market rents, capitalization rates, vacancy factors, and expense ratios for income-producing properties.
  • Oversee income and expense data entry and analysis within the Vision CAMA system.
  • Prepare and present documentation for abatement hearings and Appellate Tax Board proceedings.
  • Ensure compliance with state and local assessment standards and regulations.
  • Assist with the preparation of annual departmental budgets.
  • Respond to inquiries from the public regarding appraisal and assessment procedures and methods, or terms.
  • Handle inquiries regarding complaints of over-assessment and defend assessments as necessary.
  • Prepare documentation for abatements and Appellate Tax Board cases.
  • Monitor and review assessments and appraisals made by others.
  • Determine, review and monitor appraisal techniques and methods of personal, commercial, industrial, residential, real and other property.
  • Assist the City Assessor in setting up and administering the annual revaluation programs, responsible for the revaluation of all real and personal property within the City.
  • Perform appraisals of industrial and commercial plants, apartment projects and other large developments.
  • Responsible for the preparation, installation and maintenance of City property identification or tax maps.
  • Assist City Assessor with the preparation of estimates of city-wide valuations for use in budget appropriations.
  • Attend and participate in staff, department or other meetings, conferences, or committees.
  • Perform other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • Comprehensive knowledge of Massachusetts property tax laws and Department of Revenue regulations.
  • Expertise in appraisal theory, including highest and best use analysis, economic principles, and all three approaches to value.
  • Proficiency in Mass appraisal systems, Vision CAMA, and GIS applications.
  • Expertise valuing Commercial, Industrial, Mixed-Use, and Multifamily property types.
  • Strong analytical skills with ability to interpret market trends and statistical data.
  • Effective leadership and supervisory skills.
  • Excellent written and verbal communication skills.
  • Thorough knowledge of building construction practices and of building and land values.
  • Skilled in making difficult real property appraisals.
  • Ability to plan and supervise the work of subordinates.
  • Ability to establish and maintain good public relations, good judgement, accuracy, and integrity.
  • Ability to work effectively with diverse populations, organizations, and interests.
  • Regular onsite attendance is required.
MINIMUM REQUIREMENTS
  • Bachelor’s degree in real estate, economics, business, finance, or related field OR;
