Field Investigator – Vehicle Safety and Compliance Services (Compliance Officer I) – (260004IM)
Position SummaryConducts field audits and investigations of official state motor vehicle inspection facilities and inspectors, school pupil transportation providers and operators. Responsible for inspecting all registered school buses three times yearly during the months of Dec/Jan, Apr/May, and Aug/Sep. Additionally, responsible for ensuring compliance with all legal requirements, prohibitions and policies enforced by the Registry of Motor Vehicles and the Department of Environmental Protection.
Dutiesand Responsibilities
Conducts on‑site field audits and compliance reviews for compliance of all legal requirements, prohibitions and policies enforced by the Registry of Motor Vehicles pertaining to Vehicle Safety & Compliance Services program responsibilities, including official state motor vehicle inspection facilities and inspectors, and school pupil transportation providers and operators.
Conducts inspections of all registered school buses three times yearly during the months of Dec/Jan, Apr/May, and Aug/Sep in accordance with M.G.L. c.90 s.7A.
Investigates agency and consumer complaints regarding suspected or alleged violations of the legal requirements, prohibitions and policies enforced by the Registry of Motor Vehicles pertaining to Vehicle Safety & Compliance Services program responsibilities.
Coordinates consumer‑level mediation and dispute resolution through interviews and challenge testing of vehicles that have failed inspection. Acts as a liaison between inspection stations and pupil transportation providers and consumers.
Conducts site assessments of inspection stations and Ignition Interlock Providers for compliance with initial application requirements.
Assists local municipalities and law enforcement with annual taxi inspections and periodic roadside inspection sticker compliance checks.
Coordinates and conducts training and industry outreach presentations to pupil transportation providers regarding operator licensing, vehicle equipment requirements and compliance.
Conducts pre‑registration compliance review of all school pupil transportation providers and vehicles.
Conducts Low Emission Vehicle (LEV) Program checks for used car sales of vehicles under 7,500 miles.
Performs periodic school pupil transport compliance checks in conjunction with local law enforcement for compliance with all governing laws and rules & regulations.
Upon a conditional offer of employment, applicants must agree to and successfully satisfy: (i) a comprehensive name‑based and fingerprint‑based background check of his/her state and federal criminal history records information from all U.S. states, the District of Columbia and certain U.S. territories and from some foreign nations; (ii) an employment reference check, and (iii) a satisfactory review of his/her driving records to be eligible for this position.
QualificationsApplicants must have at least (A) two years of full‑time, or equivalent part‑time, experience in investigatory, law enforcement or regulatory administration work, or (B) an equivalent combination of the required experience and the substitutions below.
Substitutions: A Bachelor’s or higher degree may be substituted for the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
