Main Purpose Of JobDistrict Court Commissioners are judicial officers whose primary function includes reviewing applications for statement of charges by the public and police for the filing of criminal charges in the District Court. A criminal summons or an arrest warrant may be issued based upon a finding of probable cause in the application. District Court Commissioners perform a wide range of duties, including:
- Determining probable cause for charges on police on-view arrests of persons and subsequent pre-trial release decisions.
- Accepting bail bond money and other forms of surety to secure the release of an incarcerated individual.
- When the Circuit and District Courts are closed, serving in the capacity of consideration of civil petitions for interim peace orders and interim protective orders.
District Court Commissioners provide the first impression of the court for the public and business associates. Courts and Judicial Proceedings 2-607 [c](3) establishes the requirement of having at least one commissioner available for public and police convenience.
Education- Bachelor’s degree from an accredited college or university.
District Court Commissioner must reside in the county or a contiguous county where employed. A contiguous county is any Maryland county connected by land, roads, or bridges. - CPR certified upon hire; renewal required every 24 months.
- NCIC CN5 certification required to conduct criminal record checks; renewal required every 24 months.
Work is performed in District Court buildings, police stations, or Central Booking facilities. Employees may be exposed to hostile, emotionally charged, or injured individuals.
Skills and AbilitiesCommissioners must be flexible to work day, evening, night, weekend, and/or holiday shifts, and be available for service 24/7. They should have demonstrated personal computer proficiency and efficient typing skills. Excellent interpersonal skills and a professional demeanor are essential. Candidates must make decisions based on law and administrative regulations and perform all essential functions of the position.
