job description
job purpose: responsible for the management, co-ordination, facilitation and control in the applications and implementation of contract administration, supplier performance management and service level agreements in accordance with laid down policies, procedures, regulations and the legislative framework governing public procurement.
duties: implementing functional planning initiatives for the section.
- providing input into the review of contract management policies, processes and procedures.
- administer annual tenders, deviations, formal quotations and contracts.
- co-ordinate the performance of the service providers.
- facilitate the requests for variation and price adjustments.
- facilitate the process of extension or amendment of supply chain contracts.
- serve as a member to bid specifications and evaluation and committee meetings, to familiarize with the content of each tender.
- administer all rental agreements and slas.
- attend to human resources needs.
- ensure compliance with the relevant legislation.
- ensure mitigation of risk associated with supply chain management processes.
- developing and attending to key performance indicators for the section.
- providing input into financial system processes in area of responsibility.
- communicate with internal and external stakeholders.
- ensure that a well-designed vehicle is kept and maintained.
- adhere to health and safety procedures in terms of the approved municipal occupational health and safety policy.
minimum requirements
- a relevant 3-year tertiary qualification, preferably in scm / logistics / procurement
- computer literacy: ms office
- good analytical, accounting and calculating skills
- knowledge of the local government legislations
- valid code b driver’s license
- 2 years relevant experience
- proficiency in at least two (2) of the three (3) official languages of the western cape
- relevant three (3) year tertiary qualification in fields related to supply chain management, i.e., procurement, logistics, economics, public finance and administration or financial management (nqf level
7)
