Under the direction of the Executive Director, the Chief of Investigation and Enforcement (CIE) is a member of the Cannabis Control Commission's senior management team. The CIE oversees the Investigations and Enforcement division of the Commission, which includes the Licensing, Testing, Investigations, Enforcement Projects, Enforcement Training, and Enforcement Counsel staff. The CIE is responsible for the overall implementation and compliance of the Commonwealth's cannabis laws and regulations through compliance, enforcement, training, and education initiatives.
II. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
* Foster the principles of the Commission's Mission Statement among the staff and all stakeholders.
* Manage and oversee the evaluation of applications and the licensing of marijuana establishments.
* Work with stakeholder groups to understand the licensing, compliance, and enforcement process.
* Guiding and leading directors and staff managers with overseeing the activities of the Investigations and Enforcement Division, which includes the supervision of all licensing, investigations, testing, enforcement, and support personnel.
* Manage and oversee the enforcement of the Commission's regulations and participating in investigations, inspections, enforcement, and education actions to ensure compliance with applicable laws, regulations, testing protocols, and policies.
* Oversee the registration of marijuana establishment agents and laboratory agents, and the issuance of registration cards.
* Manage and oversee the I&E Informal Dispute Resolution (IDR) conference program.
* Manage any vendor relationships and projects relative to the provision of licensing, testing, investigative, and enforcement services.
* In collaboration with the Director of Enforcement Training, oversee the management and development of training materials and opportunities for investigators, Commissioners, and external constituencies.
* Monitor all activities in responding to Commission inquiries regarding licensing, investigations, testing, and enforcement.
* Attending, presenting, and representing the Commission at public meetings, hearings, and making other appropriate appearances when required.
* Assist the Executive Director in the development and implementation of and I&E's administrative and operational policies and procedures.
* Overs I&E employee performance.
* Assist the Executive Director in the drafting of statutorily required reports pertaining to the I&E Division as needed.
* Provide a regular, weekly comprehensive Division report to the Executive Director.
III. OTHER DUTIES AND RESPONSIBILITIES
* Plan, manage, and monitor I&E budget in collaboration with the Commission's finance division.
* Responsible for the development and strategic allocation of I&E department's annual budget.
* Refer incidents to law enforcement and public safety agencies, as needed.
* Collaborate with other federal, state, and local agencies, as well as external constituencies, to raise awareness of the Commonwealth's marijuana laws and regulations.
* Establish program goals to support divisional and Commission strategic goals and activities.
* Maintain the highest standards of personal, professional, and ethical conduct and support the Commission's goals for a diverse and culturally aware workforce.
* Perform related duties as assigned.
IV. SENIOR MANAGEMENT RESPONSIBILITIES
* Direct daily supervision of I&E department operations and its employees.
* Responsible for creating administrative efficiencies through technological solutions and systems innovations.
* Responsible for recruiting, onboarding, promoting, and retaining a talented diverse workforce.
* The CIE is the Criminal Justice Information Services' (CJIS) Local Agency Security Officer (LASO) for the Commission.
V. KNOWLEDGE AND SKILLS
* Ability to manage, prioritize, and direct a high-volume workload within the department.
* Familiarity with background check practices, including the ability to understand and enforce the Commission's CHRI policy.
* Ability to work collaboratively with law enforcement agencies.
