Staff Associate, Emergency Management Coordinator
SUPERVISION RECEIVED: Executive Director of Emergency Management
SUPERVISION EXERCISED: Indirect supervision of the Emergency Management Team
General Statement of Duties: The Emergency Management Coordinator is responsible for the coordination, development and implementation of a comprehensive emergency preparedness program. As the university's point of contact for emergency preparedness, this position interacts and collaborates extensively with university police, students, faculty, staff, and other key stakeholders. The coordinator partners with local, regional, state, and federal emergency management personnel to ensure that the emergency preparedness program complies with applicable regulations and aligns with emergency management standards.
This position is expected to be a 24-hour on-call responder to major emergencies with evening, weekend and extended hours as needed.
Responsibilities

(E) Plans, directs, and trains the campus on emergency management programs to ensure the highest possible degree of safety and compliance for the campus community.(E) Collaborate with departments and schools within the University to prepare for planned and unplanned threats.(E) Develop and update plans and procedures for the Emergency Management Team/Group(s), departments, and schools across the university.(E) Develops, reviews, modifies, and implements emergency management policies and procedures through appropriate university channels.(E) Plans agendas and serves as alternate chair for the Emergency Management Team (EMT) and the Emergency Management & Institutional Safety Committee.(E) Conducts student, faculty, and staff outreach and education.(E) Plans and coordinates drills of the Emergency Operations Center (EOC) to ensure its readiness when needed.(E) Assumes a supervisory or managerial role within the incident command structure during response and/or recovery phases of an emergency.(E) Remain informed of local, statewide, and national campus safety issues and regulations affecting emergency preparedness plans.(E) Oversees the integration of current security systems into an on-campus notification process.(E) In partnership with University Police, Information Technologies, and Marketing and Communications, oversee the management and dissemination of emergency notifications during tests and actual incidents using WSU's emergency notification systems. Analyze and coordinate regular testing to ensure proper functionality.(E) Develop after action reports and corrective action plans for exercises and actual incident response. Track the implementation of corrective actions and improvement plans.(E) Develop and distribute emergency preparedness information to students, faculty, staff, law enforcement, government agencies, and other entities.(E) Maintains relationships with local and state emergency management personnel and agencies.(E) Stays informed of the relevant procedures and strategies for university campuses outlined by the National Incident Management System (NIMS) and Incident Command System (ICS).(E) Represents the Emergency Management Department at events and other meetings, as assigned.(E) Represents the University on campus committees, as assigned.(E) Serves as an essential employee, responds to emergency situations as necessary.(E) Demonstrates civility and professional, customer-service-oriented behavior, worthy of emulation by other staff and students.(E) Responsible for contributing to the WSU Strategic Plan.(E) Responsible for contributing to Equal Opportunity/Affirmative Action objectives.Performs other duties as assigned.Requirements
Required Qualifications:
- Three years of experience in emergency preparedness, continuity planning, emergency management, public safety, public health, or another field.
- Experience planning and implementing emergency and disaster preparedness programs, including implementing policies and processes.
- Experience working on relevant Federal, State, and local policies and procedures related to emergency management and safety.
- Leadership skills and the ability to encourage, facilitate, and develop consensus among a diverse constituency.
- Effective oral and written communication skills.
- Ability to work effectively in a service-oriented environments subject to changing priorities.
