Position SummaryAll Covenant House Alaska program staff work as advocates and allies for youth experiencing homelessness and human trafficking. The Associate Program Manager provides and ensures a high quality of service delivery in all aspects of youth care through direct supervision, management, and program development. In coordination with the Program Manager, they oversee the day‑to‑day operations of their assigned program to include but not limited to budget, safety, staffing, data management, and ensuring compliance with local, state, and federal regulations.
Additionally, they ensure alignment with the agency’s Diversity, Equity, and Inclusion objectives. The Associate Program Manager serves in a leadership position and therefore will exercise independent and sound judgment particularly regarding youth and facility safety. They model and uphold a strong commitment to the mission, values, and young people of Covenant House Alaska.
- Exemplify the Covenant House Mission and values to the staff, youth, and the community we serve.
- Maintain a high level of ethical standards.
- Prioritize safety of youth, staff and program.
- Act as administrative on‑call on a rotating basis for program support.
- Complete routine administrative tasks timely, including payroll, credit card reconciliation, time studies, etc.
- Deliver functions in collaboration with the Program Manager.
- Maintain adequate staffing levels in program.
- Responsible for program staffing including interviewing, applicant selection, and onboarding coordination with human resources.
- Maintain and manage partner relationships.
- Participate in the review, development, and implementation of program policies and procedures and operating procedures.
- Implement program policy and procedures and operating manuals.
- Ensure staff receive adequate training and meet mandatory training requirements.
- Responsible for applicable data completion, management, and quality assurance.
- Track data outcomes to inform program design and decisions.
- Maintain database (ETO) management and assist in implementing data protocols.
- Assist with program grant reporting and compliance as needed.
- Maintain adequate inventory of program supplies.
- Balance, oversee, and manage budget, including utilization of funds.
- Attend monthly budget management meetings as assigned.
- Provide supervision, training, and development of program staff.
- Communicate with support services regarding building maintenance and repair.
Bachelor's degree in Human Services, Psychology, Sociology, or related field is strongly preferred. Relevant work experience may be substituted for degree on a year‑by‑year basis.
Minimum ExperienceExperience working with adolescent or disadvantaged populations, preferably in a residential setting. Experience in a supervisory capacity providing direct supervision and evaluation of staff is preferred.

- Know community resources available to the population of CHA.
- Know crisis intervention, de‑escalation, and prevention.
- Possess a high degree of sensitivity to and respect for diversity and cultural issues involved in working with individuals of varying ethnicities and income.
- Understand best practices in prevention, recognition, and response to suspected and identified victims of human trafficking.
- Willingness to engage with partner human‑trafficking service agencies and law enforcement; understand the intersectionality of youth homelessness, mental health, substance misuse, human trafficking, and poverty.
- Maintain and comply with confidentiality, HIPAA, CFR 42 Part 2, and specialized reporting requirements.
- Ability to train program staff.
- Well‑developed verbal and written communication skills.
- Proficient with computer operating systems.
