Overview

This position is the Training & Development Lead for Wyoming Refining Company. The role focuses on improving core competencies and training excellence to support company growth and provide strategic analysis of refinery training initiatives.

Responsibilities
  • Lead training and development for the Wyoming Refining Company.
  • Improve operator training and qualification programs through systematic alignment.
  • Provide regulatory audit support for HSE department training.
  • Develop audit protocols to monitor the effectiveness of site training programs.
  • Deliver training on procedural changes, including MOC related procedures.
  • Develop and manage project plans for human performance improvement initiatives.
  • Track trainee progress, recertification timelines, and develop succession plans.
  • Work with the Safety department to administer training drills and emergency response training.
  • Identify and prioritize internal and external resources for training performance improvement initiatives.
  • Develop and implement learning systems to further development objectives.
  • Oversee delivery of learning and development activities at Wyoming Refining Company and assist at other Par locations.
  • Recommend KPIs for the program refining leadership team.
  • Manage and report progress on the Learning and Development budget to the Director of Learning & Development and leadership team.
Qualifications
  • Legal authorization to work permanently in the United States without visa sponsorship.
  • High School Diploma or GED required.
  • Bachelor's Degree in Business, Organization Development, or related field preferred.
  • Certified Professional in Learning and Performance (CPLP) certification preferred.
  • Proven successful team leadership.
  • 5+ years of adult learning and development experience desired.
  • Refinery / manufacturing / union experience highly preferred.
  • Proficiency in software systems management.
  • Strong knowledge of Microsoft Office Suite (Outlook, Excel, PowerPoint, Word);
    Navigator LMS, Visio, photo editing, and resolution tracker desired.
  • Experience with Smart Procedures/ATR preferred.
  • Highly developed business writing, verbal communication, and public speaking skills.
