Liaison, Labor Relations

This role, through liaison efforts, supports full compliance with Wyoming Building Trades agreements, local union jurisdiction (including IUOE Local 800, UA Local 192, IBEW Local 322, Ironworkers Local 27, Carpenters Local 1620, Laborers Local 1271, and other regional locals), and federal/state labor requirements. The role maintains stable work environment conditions, acts as a subject matter expert during disputes, and sustains productive relationships with subcontractors and union leadership across Southwest Wyoming.

Responsibilities

Union & Craft Relations (Wyoming-Specific)
  • Serve as a liaison with Wyoming Building Trades Council, local business managers, and craft stewards.
  • Coordinate pre-job conferences, mark-ups, and jurisdictional assignments in accordance with Wyoming craft practices.
  • Maintain strong relationships with IUOE Local 800 (operators), UA 192 (pipe fitters/welders), IBEW 322 (electricians), Ironworkers 27, Carpenters 1620, Laborers 1271, and other regional locals.
  • Support hiring hall dispatch processes and ensure timely worker requests.
Job-Action Prevention & Workforce Stability
  • Identify early signs of worker concerns and coordinate with subcontractors to support their implementation of proactive mitigation strategies.
  • Develop site-specific plans for preventing or responding to walkouts, slowdowns, or jurisdictional stand-downs.
  • Maintain strong rapport with subcontractors and craft leadership to ensure uninterrupted project progress.
Field Support & Workforce Optimization
  • Support and be a resource for subcontractor superintendents and general forepersons with contract interpretation and craft-assignment guidance.
  • Provide subject matter expertise, as appropriate, in safety committees, labor-management meetings, and Wyoming Building Trades coordination sessions.
  • Compliance, Reporting Provide federal, state or local reporting as required and support additional subcontractor reporting as needed.
Key Qualifications and Skills
  • Significant experience in Labor Relations, Construction Management, or related field (preferred).
  • 5-7+ years of labor-relations experience in union construction, heavy industrial, or power-generation projects.
  • Strong knowledge of Wyoming Building Trades agreements, hiring hall processes, MOUs, and craft jurisdiction.
  • Experience in working successfully with the Tribal Nations.
  • Experience resolving grievances, jurisdictional disputes, and workplace-conduct investigations.
  • Excellent communication, negotiation, and conflict-resolution skills.
  • Ability to work on large, fast-paced EPC or direct-hire construction projects with multi-craft union labor.
