Position: Principal Engineer – Construction Program
OverviewThe Wyoming Department of Transportation (WYDOT) seeks a Principal Engineer for our Construction Program located in Sundance, Wyoming. This role oversees all aspects of highway construction, from design through construction and project record finalization, including reconstruction and maintenance projects for bridges, interstate highways, state highways, county roads, city streets, and public buildings.
Key responsibilities include managing and training a crew of technicians and engineers, contract administration, collaborating with federal, state, county, and city personnel, utility companies, landowners, and the public throughout all project phases, and applying professional engineering practices to deliver quality projects on time, within budget, and without claims or accidents.
Responsibilities- Document project quantities and payment details.
- Negotiate and secure agreements with landowners, government agencies, and consultants.
- Ensure compliance with regulatory agencies such as DEQ, BLM, and USFS.
- Coordinate consensus among city, county, federal, and department stakeholders to address project impacts.
- Manage material, survey, water, and plant site agreements with private landowners and businesses.
- Develop special project provisions for unique issues.
- Initiate and monitor consultant agreements and progress of surveying and engineering services.
- Generate plans, summaries, and estimates for maintenance projects.
- Resolve contractor disputes and claims, and negotiate change orders.
- Provide training to subordinates and develop standard operating procedures.
- Determine equipment, workforce needs, and budget requirements.
- Organize field inspections, surveys, laboratory testing, material analysis, and quality control.
- Prepare technical engineering studies and documents for projects.
- Approve or reject submittals and ensure compliance with plans, specifications, and design criteria.
- Perform feasibility analyses and coordinate with other programs and agencies.
- Respond to claims and public record requests.
- Prepare and coordinate budget recommendations, conduct performance appraisals, hiring and disciplinary actions.
- Advise senior leadership on designs, budgets, schedules, contracts, and acquisitions of engineering equipment and software.
Education: Bachelor’s Degree in Engineering.
Experience: 2–4 years of progressive engineering experience at the Project Engineer level, or equivalent.
Certifications: Professional Engineer (PE) license in Wyoming required itional professional engineering certifications are a plus.
Knowledge: Engineering fundamentals in highway geometrics, hydraulic design, soil engineering, construction practices; legal aspects of supervision, hiring, and firing; technical training delivery; clear communication; planning and organization; ability to work under pressure.
Skills: Contract administration, stakeholder coordination, negotiation, quality control, budgeting, project management, training and mentorship, leadership, and proficiency in engineering software.
