Basic Function

HF Sinclair in Sinclair, WY is seeking an Environmental Waste, Landfills and LTF Engineer. This position is responsible for environmental solid & hazardous waste, landfills and land treatment facility engineering support to HF Sinclair Parco Refining operations as directed by the Environmental Manager and defined by the needs of the Refinery. Specifically, the position will support Solid & Hazardous Waste (S&HW)/RCRA regulations, the onsite landfills and the onsite land treatment facility as well as other programs for the Refinery.

Job Duties
  • Resolves questions as the Waste, Landfill & Land Treatment Facility subject matter expert within Parco
  • Provide regulatory and technical support to the Refinery for management of solid wastes during routine operations as well as turnarounds
  • Compliance Reporting - Timely & Accurate with time for peer & corporate review
  • Responds to and assesses impact of spills and releases utilizing knowledge of spill and release prevention measures
  • Demonstrate understanding of the Hazardous Waste Contingency Plan
  • Responsible for ensuring that the appropriate RCRA & DOT certifications are up to date in accordance with regulatory requirements
  • Employ waste minimization strategies. Implements requirements of the facility Soil Management Plan
  • Operate the activities of the Land Treatment Facility
  • Provides oversight and facilitates work for various contracted environmental consultants and technicians.
  • Develops procedures for various S&HW programs, other programs as needed and assures Refinery personnel understand and follow them
  • Coordinates Environmental support for refinery turnaround activities which include involvement from the planning phase through the execution and end of the turnaround
  • Interface and negotiate environmental issues with state and federal regulatory agencies including assisting with and/or leading facility inspections.
  • Maintain an understanding of current and upcoming environmental regulations
  • Participate in facility Management of Change process as it relates to areas of responsibility
  • Produce performance metrics for regulatory compliance monitoring and produce and submit routine reports to both state and federal regulatory agencies
  • Oversee electronic and written data management systems and perform regulatory audits and compliance assessments for the Refinery
  • Develop training materials and provide regulatory training to Refinery contractors and employees
  • Monitor key leading and lagging environmental indicators and initiate appropriate intervention
  • Develop and monitor annual operating expense budget for assigned areas of responsibility
  • Participate on audit teams to assess environmental compliance of various Refinery operations
  • Lead by example and be visible in the field
  • Follow-through on commitments made to others. Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
Experience

No experience required.

Bachelor’s degree in engineering or other related technical degree or relevant work experience, with a minimum of a High School diploma or GED.

Required Skills

Excellent communication and organizational skills. Proficiency in computation and Microsoft Office Suite.

Work Conditions

Office based with frequent refinery visits, and with up to 30% travel by land or air required. Required to work in petroleum refinery environment, warehouse/plant environment, and out of doors environment including but not limited to chemicals, pressures vessels, tanks. Required to work in all temperatures including outdoors. Subject to varying road and weather conditions.
