Project Manager – Capital Projects (Contract Basis)
Onsite, Monday–Friday, 9/80 work schedule. Per Diem: $125.00 per day worked. DISA & Safety Required.
ResponsibilitiesDevelop and execute capital projects that meet the refinery’s needs in a safe, on‑budget, and on‑time manner.
General Expectations- Assure that all assigned Capital projects have an integrated team to fulfill the requirements of the project process to achieve the desired business objectives.
- Participate in Capital Project team meetings.
- Participate in other site teams as requested by site management.
- Complete other assignments as assigned by manager.
- Lead by example by focusing on safety in execution and responding strongly when incidents or near misses occur.
- Deliver on the refinery’s expectations for project performance around safety and environmental requirements.
- Follow corporate and site MOC requirements.
- Track personal CAPA assignments to completion.
- Participate in refinery safety audit program as outlined on an annual basis.
- Utilize the client’s Identification Planning and Execution (PIPE) to properly develop and execute assigned Capital projects.
- Use the PIPE process to limit scope growth in assigned projects.
- Use the PIPE process to drive project cost and schedules.
- Complete project look‑backs on 100% of executed Capital projects and share lessons learned with the project team and others as needed.
- Complete project design with IFCs prior to work beginning in the field.
- Utilize a Cost Tracker and review with Manager, Capital Projects throughout the project life cycle.
- Participate with Turnaround Integration plans as set forth by the company.
- Ensure project team integration at the site level.
- Conduct SECORMA reviews and implement refinery needs in all Capital projects to meet refinery expectations:
- Safe
- Environmentally compliant
- Constructability
- Operability
- Reliability
- Maintainability
- Communicate with site project status and use refinery input in project design.
- Participate fully in all site Turnaround requirements, including but not limited to:
- IFA/IFC deadlines and requirements.
- Constructability reviews with Turnaround, Contractors, Operations as needed.
- Act as project support during Capital projects being executed during Turnaround.
- Participate in Turnaround planning including turnaround detail schedule reviews.
- Proficiently learn and update all project reporting requirements, including project updates and cost controls.
- Leverage current methods for engineering, estimating, design and construction resources to deliver assigned projects on time and on budget.
- Deliver on the refinery and Capital Projects expectations for project performance around cost, schedule, and quality of work.
- Develop budgets for assigned Capital projects.
- Competitively bid all Capital work to be performed in the field, limiting the use of bid waivers to a minimum.
- Take ownership of assigned projects from FEL 2 through MOC closure, following all corporate and site requirements.
- Assess training needs and coordinate with manager to increase knowledge of Capital project execution, estimating, and industry technologies, and share what you learn.
- Zero personal safety incidents.
- Zero scope deviations greater than 10% or $100 k past Gate 3.
- No supplemental AFEs (all projects completed within the +/- range set at Gate
3). - No overdue CAPA items.
- Complete projects within established timelines as outlined at Gate.
- High school diploma required;
Bachelor’s degree in Engineering preferred. - 5‑10 years of experience in a refinery or industrial processing facility.
