Job Summary

The Human Resource Generalist supports and facilitates the human resource processes at all business locations within Wyoming Child and Family Development and reports to the HR Manager. This role provides administrative and operational support for human resource functions as needed, including record-keeping, tracking, file maintenance, HRIS entry, and communicating with staff regarding HR questions and policies.

Duties/Responsibilities

All duties will comply with all rules, regulations, and practices of the agency and its regulating authorities. WCFD standards, DFS licensing, NAEYC guidelines, Wyoming Division of Disabilities regulations, and WCFD policies. All employees will adhere to the mission, vision, values, policies, and procedures of WCFD.

Supports HR processes and helps implement procedures that align with WCFD’s mission, vision and goals.

Supports compliance by helping ensure HR processes, input, and feedback are consistent with applicable laws and legal precedent.

Performs customer service functions by answering employee requests and questions.

Communicates HR processes with leadership staff and assists them with processes as needed under the guidance of the HR Manager.

Ensures job descriptions are up to date and compliant with all local, state and federal regulations.

Assists with training materials and performance management processes to help ensure employees understand their job responsibilities.

Administers the Family and Medical Leave Act (FMLA) process for qualifying employees and assists with Americans with Disabilities Act (ADA) accommodation processes, ensuring that documentation is timely, complete, and accurate.

Audits I‑9 Forms, verifies I‑9 documentation and maintains I‑9 files.

Maintains a smooth onboarding process by creating effective processes, reviewing new hire onboarding documentation for accuracy and completeness, and assisting employees through the process.

Uses the Staff Qualification Form to determine whether a potential new employee qualifies for the position that they have been offered. Determines additional education needed to comply with Head Start Performance Standards and communicates with the HR team and Center Director about what is needed.

Uses resources to create and monitor accurate terms of employment for all employees.

Participates in investigation requests and assists with new‑employee background checks and follow‑up background checks for ongoing employees.

Conducts audits of benefits or other HR programs and recommends corrective action.

Assists with processing of terminations.

Assists with the preparation and tracking of the performance review process and reviews performance evaluations.

Assists with recruitment and interview process. Tracks status of applicants through employment.

Makes photocopies; mails, scans, and emails documents; and performs other clerical functions.

Coordinates with the Fiscal Department to process required documents through payroll and insurance providers to ensure accurate record‑keeping and proper deductions.

Files documents into appropriate employee standard and online files.

Assists or prepares correspondence as requested.

Prepares new‑employee online files.

Assists with updates and recommendations regarding Personnel Policies and related procedures.

Participates in child and family outreach and recruitment efforts

Ensure ability to perform job functions safely, with or without reasonable accommodations

Perform additional tasks assigned by the Board or its designee

Adhere to all policies, guidelines, and operational procedures set forth by Wyoming Child and Family Development, Inc.

Performs other related duties as assigned.
