Position: Smokebusters Module Leader 2026-01303
Location: Newcastle

General Description

The Module Leader position assists in coordinating forestry activities and wildland fire response at the Wyoming Smokebusters Forestry Conservation Program under the supervision of the Forestry Conservation Program Manager. The Module Leader oversees Correctional Forestry Crew Supervisors, coordinates project activities, and supervises inmate workers. The role also includes instruction of inmates in classroom and on-the-job training on wildfire suppression techniques, safe use of chainsaws and other equipment, and adherence to National Wildfire Coordinating Group (NWCG) standards.

The position is located at the Wyoming Department of Corrections - Wyoming Honor Conservation Camp in Newcastle, Wyoming.

Essential Functions
  • Direct, control, and coordinate field-based natural resource, community service, and fire suppression work projects for the Wyoming Smokebusters & Forestry Conservation Program.
  • Report to and work closely with the FCP Manager to ensure all field operations, staff, and inmates adhere to FCP policies, procedures, and the WSFD/WDOC Memorandum of Understanding.
  • Directly supervise Correctional Forestry Crew Supervisor positions.
  • Supervise up to 10 inmate workers as needed.
  • Assist the FCP Manager with executive staff meetings, case plan reviews, safety committee meetings, and prison community partnership committee meetings as needed.
  • Conduct monthly inmate evaluations and maintain written observation files.
  • Assist the FCP Manager in maintaining inmate training, fire experience, inventory records, and monthly time and pay sheets.
  • Recommend disciplinary actions and termination of forestry inmate workers assigned to the FCP Manager.
  • Train forestry inmates and staff in wildland fire suppression, forest management operations, and safety of all equipment.
  • Maintain inventory of supplies for project work and fire suppression, including chainsaw maintenance, parts, repair, personal protective equipment, and vehicles.
  • Maintain fire experience and training records for Correctional Forestry Crew Supervisors.
  • Assist the FCP Manager in other assigned duties.
Qualifications

  • NWCG Red Card qualifications as a single resource or higher.
  • NWCG Red Card qualifications as a chainsaw operator (FAL2 or higher).

Education & Experience
Minimum Qualifications

Bachelor's Degree (typically in Forestry, Fire Science, or Criminal Justice).

Experience

1-3 years of progressive work experience (typically in Forestry, Wildland Fire, or Corrections) with knowledge at the level of a Correctional Forestry Crew Supervisor.

Certificates, Licenses, Registrations
  • Valid driver's license.
  • National certification in accordance with NWCG standards, PMS 310-1, within one year of hire.
  • WDOC Pre-Service Academy Training within one year of hire.
  • Annual WDOC In-Service Training and self‑defense training.
Alternative Education & Experience Substitution

3-5 years of progressive work experience (typically in Forestry, Wildland Fire, or Corrections) with knowledge at the level of a Correctional Forestry Crew Supervisor.

Certificates, Licenses, Registrations (same as above).

Physical Working Conditions
  • Perform arduous physical activity for extended periods and maintain the required NWCG 310-1 Arduous physical fitness certification annually.
  • Work inside and outside under heat, cold, wet inclement weather, and in dusty and smoky environments.
  • May be required to stand for long periods on concrete, asphalt, and other hard surfaces.
  • Successfully complete a Self‑Defensive Tactics course provided by the Wyoming Department of Corrections.
Notes
  • FLSA:
    Non‑Exempt.
  • Position participates in the Law Enforcement Pension Plan within the Wyoming Retirement System.
  • Position qualifies for Hazard Pay when assigned to uncontrolled wildfires and paid time off after 14 consecutive days on wildland fire assignments.
