Open Until Filled GENERAL DESCRIPTION
The Office of State Lands and Investments, Wyoming State Forestry Division (WSFD), is seeking a Good Neighbor Authority (GNA) Project Forester in Newcastle or Sundance, Wyoming. The role involves implementing forest management projects on U.S. Forest Service (USFS) lands in cooperation with the Black Hills National Forest, planning, preparing, and administering forest management projects, and working directly with USFS partners to identify projects and assess feasibility and implementation.
ESSENTIALFUNCTIONS
- Plan forest product sales based on harvestable timber, operability, access, and other natural resource considerations.
- Prepare and write detailed project plans.
- Assist USFS personnel in identifying priority treatment areas, conduct environmental analyses, and provide written recommendations.
- Assist in establishing long‑term forest management goals and objectives related to forest management activities.
- Prepare forest product sales, including property boundary determination, harvest unit layout, road design and layout, marking, cruising, volume determination, appraisal, and advertising.
- Prepare forest product sales and timber stand improvement project contracts and maps.
- Ensure agency policies and procedures are followed throughout the presale process.
- Administer forest product sale contracts to ensure compliance with contractual obligations and project goals.
- Monitor the progression of harvesting operations and ensure best management practices are being followed.
- Maintain records of volume removed, payments, and account status.
- Make recommendations regarding contract modifications or extensions for harvesting operations.
- Implement forest management projects such as timber stand improvement from project planning through preparation and contract administration.
- Coordinate with local, state, and federal partners to advance forest management in the area.
- Preference may be given to candidates with a Bachelor's Degree in Forestry.
- Preference may be given to candidates with at least 3 years of progressive work experience in forestry.
- Must have a valid driver's license.
- Knowledge of forestry principles and practices, forest ecology, fire behavior and ecology, silvicultural treatments and methodology, timber management, harvesting systems, forest products industry, surveying, and timber cruising techniques.
- Knowledge and experience using computers and software commonly used in professional land management, including Microsoft Word, Excel, and PowerPoint.
- Knowledge of ArcGIS and GPS devices and the ability to collect, display, and manage spatial data.
- Skills in effective oral and written communication and the ability to tailor information to specific audiences.
- Skills in organizing work clearly and effectively to achieve desired results.
- Ability to understand, organize, and analyze information, make decisions, and respond to messages.
- Ability to evaluate and improve service delivery from the customer's perspective.
- Ability to recognize adverse reactions and develop better alternatives.
- Ability to apply logic and complex rules to analyze and categorize complicated information.
- Ability to see relationships between information from varied sources.
- Ability to weigh options' pros and cons before making a decision and explain the rationale.
- Ability to anticipate and prepare for potential problems to create opportunities or minimize issues.
- Ability to move to action once analysis and discussion have served their purpose.
- Ability to estimate resource needs to achieve goals or complete projects.
- Ability to plan and track work, appointments, and commitments, evaluate progress, and adjust work as needed.

- Ability to perform strenuous work in an outdoor environment in all weather conditions, year‑round.
- This position may require frequent travel.
- FLSA:
Non‑Exempt - This is a two‑year at‑will contract (AWEC) position and is eligible for renewal per the agency's discretion.
- Position may receive hazard pay if required to perform hazardous duties.
- USFS bunkhouse housing is available for a small fee and may be provided upon request.
