Job Description

The Purchasing Manager for Teledyne RFM will plan, organize, and coordinate the purchasing of materials, equipment, supplies and services. The manager develops and implements systems to meet schedule, quality and cost objectives. They will also coordinate personnel to ensure the efficient operation of the purchasing function and develops schedules and manpower requirements for the assigned areas.

What you'll do
  • Analyze market and delivery conditions to determine present and future material availability.
  • Evaluate vendor quotations to ensure the utilization of appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
  • Implement, manage, and monitor procurement reporting systems to meet company requirements.
  • Recruit and maintain suppliers that provide high-quality products and services at a better price while maintaining the highest code of ethics and conduct.
  • Approve purchase orders and change notices.
  • Review purchase order claims and contracts for conformance to company policy.
  • Prepare and review contracts, bids, proposals, and vendor agreements for legal correctness, price, and acceptability of items to specifications.
  • Gather input for business development, sales and marketing, and other proposal initiatives
  • Ensure procurement team has material attributes correctly identified in MRP
  • Ensure program specific flow downs are captured and implemented in purchase orders
  • Oversee all activities related to procurement of a commodity, from intent to purchase through delivery of commodity.
  • Assign procurement requests to the appropriate personnel.
  • Negotiate or supervise the negotiation of complex requests for equipment, supplies and services from suppliers and subcontractors.
  • Direct subordinates to achieve assignments using established guidelines, procedures and policies by providing leadership to a unit or group of employees, assigning tasks and checking work at frequent intervals to ensure production goals are met within organization goals of budget, time requirements and high level of quality.
  • Supervise staff, providing guidance to employees according to established policies and management guidance.
  • Ensure that Purchasing department achieves KPI/Goals. This includes but is not limited to (1) Cost saving (Direct and Indirect), (2) OTD (3) Clear to build (4) Training/Cross training.
  • Identify obstacles to achieving business goals and provides solutions or seeks assistance.
  • Work to avoid erroneous decisions or failure to achieve results that may cause scrap, rework, use of excessive overtime, and/or delays in schedules.
  • Prepare and present budgetary recommendations.
  • Frequently interact with buyers, supervisors, and functional peer groups at various management levels and suppliers. Interaction normally requires the ability to gain cooperation of others, conducting presentations of technical information concerning specific project/schedules.
