Essential Functions- Study and compare sales histories, projected sales totals, special purchase allowances, and current sales trends to make product buying decisions to maintain a 45‑day inventory.
- Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, guidelines, etc.
- Create purchase orders for both listed and specially ordered products.
- Coordinate and/or act as a liaison between the agency or work unit and other agencies, work units, organizations, suppliers, etc.
- Create sales orders for special orders.
- Gather data, prepare reports, or summarize information.
- Review documents and reconcile discrepancies; make needed adjustments.
- Maintain business relationships to foster a positive customer service experience.
- Maintain acceptable inventory levels, keeping out‑of‑stock and over‑stocking products to a minimum.
- Other duties as assigned.
- Knowledge of purchasing system software.
- Knowledge of governmental purchasing laws and codes, contract preparation and development, purchasing methods and procedures, life‑cycle costing principles, value analysis, and weighted‐value methodology as used in evaluating purchasing bids and RFPs.
- Knowledge of procurement and/or administration of contracts, grants, loans, or similar agreements.
- Knowledge of economic and market conditions.
- Knowledge of research methods, techniques, and/or sources of information.
- Knowledge of product lines and merchandise pricing techniques.
- Knowledge of bid, quote, and award procedures.
- Knowledge of principles, theories, and practices of purchasing goods and services.
Minimum qualifications:
Bachelor’s degree (typically in Finance).
Experience:
0–3 years of progressive work experience (typically in Purchasing or Inventory) with acquired knowledge at the level of an Associate Buyer. OR 4–6 years of progressive work experience (typically in Purchasing or Inventory) with acquired knowledge at the level of an Associate Buyer.
