Position: Principal Engineer 2025-01830

General Description

The Wyoming Department of Transportation (WYDOT) is seeking a Principal Engineer to lead our Construction Program in Evanston, Wyoming. This key leadership position is responsible for overseeing all aspects of highway construction and contract administration, from project design through completion and final documentation.

Key Responsibilities
  • Manage construction and maintenance projects for bridges, interstates, highways, county roads, city streets, and public buildings.
  • Supervise and mentor a team of engineers and technicians involved in project design and contract oversight.
  • Coordinate with Federal, State, County, and City officials, utility companies, landowners, and the public throughout the project lifecycle.
  • Apply professional engineering principles to ensure high‑quality, timely, and on‑budget project delivery with a focus on safety and efficiency.

Essential Functions
  • Documentation of project quantities and payment
  • Negotiating and securing agreements with landowners, government agencies, and consultants
  • Meeting requirements of DEQ, BLM, USFS, and other agencies on projects
  • Coordinating and developing consensus among representatives of city, county, federal, and the department and the general public and special interest groups to address project impacts and effects at the design and construction level
  • Researching, locating, and negotiating materials, survey, water, and plant site agreements with private landowners, businesses, and government agencies
  • Generating special provisions for all projects to address unique issues
  • Initiating and monitoring consultant agreements and progress to provide surveying and engineering services
  • Generating plans, summaries, and estimates for maintenance projects
  • Resolving and recommending resolution of contractor disputes and claims
  • Reviewing, generating, and negotiating change orders
  • Providing fundamental and supplemental training to subordinates
  • Determining equipment, workforce needs, and budget requirements
  • Managing, coordinating, and organizing field inspections, surveys, laboratory testing, material analysis, and quality control to ensure construction meets plans and specifications
  • Preparing technical engineering studies and/or summaries for a variety of projects
  • Developing plans and documents
  • Ensuring projects are completed in accordance with plans, specifications, and design criteria
  • Performing feasibility analysis to ensure cost‑effective solutions
  • Coordinating with other programs, agencies, or outside entities; participating in value engineering studies and public meetings
  • Responding to claims, lawsuits, or other public record requests
  • Preparing and coordinating budget recommendations
  • Conducting performance appraisals, making hiring and firing recommendations, and conducting disciplinary actions
  • Training and mentoring staff
  • Advising senior leaders regarding design and project budgets, schedules, and contracts
  • Developing and implementing standard operating procedures (SOPs) for the engineering section
  • Participating in selection panels of architects, engineers, and contractors
  • Conferring with agencies' staff in other states or other government levels regarding joint actions or information exchange; developing, reviewing, and adjusting long‑range plans for agency goals
