Position: Natural Resource Program Principal 2026-00075

Wyoming Department of Environmental Quality seeks a Natural Resources Analyst to assist in reviewing permit applications for small wastewater systems, water and wastewater systems, conduct site inspections, and advise engineers and applicants on design and program compliance. The analyst will examine inspection and investigative reports to determine compliance with state and federal requirements and will support the District Engineer in implementing the DEQ Water Quality Rules and Regulations.

The position may require travel to Sheridan, Casper, or Cheyenne offices.

Essential Functions
  • Review designs and plans for water and wastewater treatment plants and systems to ensure technical, policy, state statutory, and federal regulatory compliance, recommend approval or suggest modifications.
  • Assist the District Engineer in technical evaluations, rule interpretation, and consultation for projects and designs prepared by professional engineers.
  • Conduct project site inspections of water or wastewater facilities to ensure permit objectives and requirements are being achieved.
  • Assist in evaluating water and wastewater facilities to establish operator certification requirements.
  • Plan and coordinate engineering development projects, provide on‑site technical assistance, and inspect and monitor projects in progress for quality assurance.
  • Evaluate a project’s feasibility analysis for technical, managerial, and financial system capacity.
  • May provide technical assistance or present to other programs, agencies, or outside entities.
  • Document and organize project information.
Qualifications
  • Preference given to candidates with a Bachelor’s degree in civil, environmental, or related engineering fields; to those with experience in water/wastewater construction, plan and specification interpretation, well drilling and geology, or construction management; and to candidates holding an EIT.
  • Minimum qualifications:

    Bachelor’s Degree (typically in the Sciences) and 1–2 years of progressive work experience with knowledge at the level of a Natural Resources Analyst, or 4–6 years of progressive experience if education is excluded.

  • Federal, State, and Local environmental laws and regulations.
  • State policies and procedures.
  • Hydrogeologic processes.
  • Multiple science and engineering disciplines.
  • Principles of management.
  • Oral and written communication skills.
Physical Working Conditions
  • Extensive travel required at times.
  • Ability to lift up to 50 pounds.
  • Ability to walk over rough terrain, climb, and handle inclement weather and heights.

    Exempt.
